VILLAGE OF ELK RIVER COUNCIL MEETING March 6, 1944 A regular meeting of the Village Council of Elk River, Sherburne County, Minnesota, was duly held th on the 6 day of March 1944, in the Village Hall in said Village at eight o’clock, P.M. The following members were present: Glenn Davidson, President of the Council, Arthur Bailey, John Kramer, and Elmer Leger, Trustees, and H.A. Briggs, Clerk, and the following were absent: None. The matter of the acquisition of an electric lighting plant by the Village for public purposes and for the private use of its inhabitants was discussed at the Council with Mr. Ralph Richardson, Consulting Engineer, who was present at the meeting and who had been previously retained by the Village to furnish certain information relative to such electric lighting plant. After the Council had carefully considered the matter and fully advised itself in the premises, Trustee Arthur Bailey, introduced and read the following resolution and moved its adoption: RESOLUTION Whereas, this Council has secured competent engineering advice with reference to the acquisition of an Electric Lighting Plant by the Village for the public purposes and for the private use of its inhabitants by erection or purchase and has fully advised itself in the premises, Now, therefore, be it Resolved by the Village Council of the Village of Elk River, Sherburne County, Minnesota, as follows: 1. That in the judgement of this Council it is advisable, expedient and necessary for the Village of Elk River to erect or purchase an electric lighting plant for supplying light for public purposes and for the private use of its inhabitants and that in the judgment of this council it is advisable, expedient and necessary to issue and there are herby authorized and directed to be issued, subject to the approval of the voters of this Village, the negotiable coupon bonds of said Village in the aggregate amount of $70,000 for said purpose. 2. That the proposition of erecting or purchasing an electric lighting plant and issuing bonds to raise money therefore be submitted to the voters as a single question at a special election th which is hereby called to be held in said Village on Tuesday the 11 day of April, 1944. That the Clerk e and hereby is authorized and directed to prepare and make ready the necessary ballots and ballot boxes and to give due notice of said election, which notice shall be in substantially the following form, to-wit: NOTIC OF SPECIAL VILLAGE ELECTION Notice is Hereby Given, that a special election will be held in the Village of Elk th River, Sherburne County, Minnesota, on Tuesday, the 11 day of April, 1944, from 8:00 A.M. to 8:00 P.M., for the purpose of voting on the following question:
