<br />-2- <br /> <br />~ Responsible for effective implementation and successful achievement of the Comprehensive <br />Plan <br />~ Provide leadership and direction in the development of short and long-range plans related to <br />growth management, economic development, and other related issues <br />~. Gather, interpret and prepare data for community development related studies, reports and <br />recommendations <br />~ Provide guidance and give departmental approval to economic development and re- <br />development incentive packages offered to developers and businesses seeking to do business <br />in Elk River <br />~ Ensure open and frequent communication between planning, economic development, and <br />building departments so departments work cohesively <br />~ Review and provide input to developer, City Administrator, staff, City Council and Planning <br />Commission on developmental proposals <br /> <br />2. Prepare, submit and administer annual departmental budget including the controls necessary to <br />ensure budgetary compliance. <br /> <br />3. Promote community development through professional planning and development advice to <br />elected and appointed officials; make presentations to City Council, boards, commissions, civic <br />groups, and the public; responsible for staff liaison with the Planning Commission, Economic <br />Development Authority, Business Incubator Advisory Committees, and others as assigned. <br /> <br />4. Manage and direct the operations of the Community Development Department and its staff. <br /> <br />5. Perform other essential job duties, including regular and timely work attendance, following all <br />safety procedures, and participating in all safety training, and other training as assigned by the <br />City Administrator or City Council. <br /> <br />REQUIRED KNOWLEDGE, SKILLS AND ATTRIBUTES <br />~ Thorough knowledge of community development, economic development, redevelopment, <br />planning, zoning, and urban land use principles, land use law, best practices, and trends. <br />~ Knowledge of the strategic planning process, code enforcements, building inspection, <br />environmental health, and budget development and administration. <br />~ Knowledge of public financing techniques including grants, loans, state and federal programs, <br />tax abatement, and tax increment financing and the ability to use them to design effective <br />financial assistance packages for new or expanding businesses. <br />~ Knowledge of engineering and building construction principles and concepts. <br />~ Knowledge of geographic information systems (GIS) and how to use them in the operation of a <br />community development department. <br />~ Knowledge of landscape architecture and traffic engineering. <br />~ Ability to work with the Department of Transportation and regional and county traffic boards. <br />~ Knowledge of the principles and practices of civil engineering as they relate to planning and <br />subdivision design and control. <br />~ Excellent negotiation and communication skills at all levels to all employees and all <br />stakeholders of the City. <br />
