Fax (952) 546-6930 Building Better Teams Since 1974 POSITION PROFILE CITY OF ELK RIVER CO~TYDEVELOPMENTDIRECTOR CITY OVERVIEW Elk River, Minnesota is a statutory city with Optional Plan A form of government whereby administrative, as well as legislative, authority is the ultimate responsibility of the Council as a whole. The City of Elk River is located approximately 35 miles from downtown Minneapolis and is the county seat for Sherburne County. The City has an estimated population of 20,000 and is growing at a substantial annual rate. The City is positioned for significant growth, anticipating a population growth to 35,000 in the next fifteen years. In two (2) consecutive years, the City issued building permits of 550 per year. The City of Elk River was incorporated in 1880 as an area rich in farming, milling and a source of electrical power generated through a dam which was erected near the Elk River and the Mississippi River. Today, the City is home to Great River Energy, numerous business parks, a vital business community, over 800 acres of gorgeous parks, and an abundance of recreational opportunities. Elk River is truly a wonderful place to live and grow a business. The City comprises an area of over 44 square miles. The government of Elk River is comprised of a number of departments including Parks and Recreation, Community Development, Public Works, Police and Fire, and Administrative Services. There are approximately 150 full-time and 100 seasonal and part-time employees of the City of Elk River. POSITION OVERVIEW Reporting to the City Administrator, the Community Development Director will be responsible for community development including the management of the building and environment, planning and code enforcement, and economic development departments. This position will be responsible for a budget of approximately $1.7 million. The City of Elk River has an annual general fund budget of approximately $10 million. . POSITION RESPONSIBILITIES 1. Establish operating policies, practices, procedures and controls required to manage the City's community development activities, including facilitating a comprehensive planning process ~ Responsible for adherence to regulations for building code enforcement, sanitary services, recycling, housing, zoning, city code enforcement, economic development and re- development
