Fax (952) 546-6930 <br />Building Better Teams Since 1974 <br /> <br />POSITION PROFILE <br />CITY OF ELK RIVER <br />CO~TYDEVELOPMENTDIRECTOR <br /> <br />CITY OVERVIEW <br />Elk River, Minnesota is a statutory city with Optional Plan A form of government whereby <br />administrative, as well as legislative, authority is the ultimate responsibility of the Council as a <br />whole. The City of Elk River is located approximately 35 miles from downtown Minneapolis and is <br />the county seat for Sherburne County. The City has an estimated population of 20,000 and is <br />growing at a substantial annual rate. The City is positioned for significant growth, anticipating a <br />population growth to 35,000 in the next fifteen years. In two (2) consecutive years, the City issued <br />building permits of 550 per year. <br /> <br />The City of Elk River was incorporated in 1880 as an area rich in farming, milling and a source of <br />electrical power generated through a dam which was erected near the Elk River and the Mississippi <br />River. Today, the City is home to Great River Energy, numerous business parks, a vital business <br />community, over 800 acres of gorgeous parks, and an abundance of recreational opportunities. Elk <br />River is truly a wonderful place to live and grow a business. The City comprises an area of over 44 <br />square miles. <br /> <br />The government of Elk River is comprised of a number of departments including Parks and <br />Recreation, Community Development, Public Works, Police and Fire, and Administrative Services. <br />There are approximately 150 full-time and 100 seasonal and part-time employees of the City of Elk <br />River. <br /> <br />POSITION OVERVIEW <br />Reporting to the City Administrator, the Community Development Director will be responsible for <br />community development including the management of the building and environment, planning and <br />code enforcement, and economic development departments. This position will be responsible for a <br />budget of approximately $1.7 million. The City of Elk River has an annual general fund budget of <br />approximately $10 million. . <br /> <br />POSITION RESPONSIBILITIES <br />1. Establish operating policies, practices, procedures and controls required to manage the City's <br />community development activities, including facilitating a comprehensive planning process <br />~ Responsible for adherence to regulations for building code enforcement, sanitary services, <br />recycling, housing, zoning, city code enforcement, economic development and re- <br />development <br />
