Description of Project Narrative <br />CU 20-17 V 20-13 <br /> <br />The narrative is your opportunity to describe, promote, and sell your proposal to the Planning <br />Commission and/or City Council before the meeting(s). A typewritten narrative explaining your <br />request in detail should include, but not limited to, all the following applicable information: <br /> <br /> Detailed description/scope of project. <br /> What is being proposed? <br />The Elk River Public Safety Building was constructed in the early 2000’s and met the needs of the <br />Fire and Police Departments at the time. A renovation/expansion (see attachments) is required now <br />due to the growth of the community, growth of the police department, changes in fire apparatus, <br />and new procedures and standards within the Fire Service Industry as detailed in various updated <br />NFPA Standards. Specifically, the Fire Department seeks to add two Apparatus Bays to the south <br />end of the building and convert two of the existing bays into critical support spaces for the <br />firefighters. The Police Department seeks to add a 28-stall Squad Car Garage, build-out shell space <br />on the second floor into administrative offices, and convert the existing squad garage space to <br />physical training space and storage. The use of the site will not change as a result of this addition and <br />is therefore consistent with the Comprehensive Plan approved by Council on 05-19-2014. <br /> Hours of Operation: <br />Hours of operation will not change – the building will be in-use 24/7/365 as an emergency response <br />facility but will be open to the public from 8:00 am until 4:30 pm on weekdays. <br /> Number of Employees <br />The Fire Department has five full-time staff and up to 30 paid-on-call firefighters assigned to the <br />station. Staff counts are not expected to grow significantly, although additional administrative staff <br />may become necessary and the Department may begin staffing the station to lower response times <br />(as opposed to waiting for a call). The Police Department has 34 sworn officers and 10 civilian staff, <br />as well as 12 volunteers. These numbers will grow as the City grows, but it is important to note that <br />not every officer is on-duty at the same time. <br /> Number of parking stalls, existing and additional <br />The public parking lot between the City Hall building and the Public Safety Building will not change <br />as a result of this project. The secure police parking lot currently has 37 stalls, of which none are <br />marked ADA accessible. It will be replaced with a 48-stall parking lot, of which two will be ADA <br />Accessible.
