City of <br />Elk <br />River <br />City of Elk River <br />City Council <br />Resolution 20- <br />A Resolution of the City Council of the City of Elk River Approving Plans and <br />Ordering Advertisement for bids for the Windsor Park 3"d Addition Sewer <br />Extension Project <br />WHEREAS, pursuant to Resolution 20-46 passed by the Council, Bolton & Menk, Inc. has <br />prepared plans and specifications for the Windsor Park 3' Addition Sewer Extension Project. <br />The improvement shall consist of a gravity sanitary sewer, a lift station, and forcemain <br />construction from the Great Northern Trail to the Windsor Park 3' Addition along Ranch <br />Road. <br />WHEREAS, in order to obtain competitive bid pricing to base the final special assessment <br />amounts, the project documents shall be advertised for no less than 21 days where they will be <br />publicly read. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk <br />River, Minnesota, as follows: <br />1. Such plans and specifications, copies of which are on file in the City Offices, are hereby <br />approved. <br />2. Bolton & Menk, Inc. shall prepare and cause to be inserted in the official paper and on <br />QuestCDN an advertisement for bids upon the making of such improvement under such <br />approved plans and specifications. The advertisement shall be published for no less than <br />21 days, shall specify the work to be done, shall state that bids will be received on <br />QuestCDN until 10:00 am on October 5, 2020 at which time they will be publicly opened <br />and read by the Project Manager. The bids will then be tabulated, and will be considered <br />by the council at approximately 7:00 p.m. on November 2, 2020, in the Council <br />Chambers of the City Hall. Any bidder whose responsibility is questioned during <br />consideration of the bid will be given an opportunity to address the Council on the issue <br />of responsibility. No bids will be considered unless submitted on QuestCDN and include <br />a bid bond payable to the City of Elk River for five percent (5%) of the amount of such <br />bid. <br />Passed and adopted this 8th day of September 2020. <br />John J.
