<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />May 2, 1949 <br /> <br />A regular meeting was held at the Municipal Building on May 2, 1949. <br /> <br />Members present: <br /> Oscar Odegard, Mayor; Emil Parent, Dan Bailey, R.A. Ellingson, Trustees; H.A. <br />Briggs <br /> <br />The meeting was called to order by the Mayor O.A. Odegard. The minutes of the last meeting were <br />read and approved. <br /> <br />Harry Anderson asked that the village repair the fence between his property and the swimming <br />beach. It was decided to have this done and also the fence between Wheeler Spain’s property and <br />the swimming beach. <br /> <br />Wm Roggatz, fire chief was present and asked for money for expenses of delegates to Firemen’s <br />Convention at St. Peter, Minn. A motion was made by Ellingson and seconded by Parent to <br />appropriate $200.00 for this purpose. The motion carried. <br /> <br />In order to have a better check on bills paid by the village, the clerk was instructed to place a notice <br />in the Star News saying that all bills against the village must be signed by the person getting the <br />merchandise. <br /> <br />The application for beer license of Albert and Gagen was discussed. Upon motion by Parent and <br />second by Briggs the application was approved and the license was to be made out to both parties. <br /> <br />The following Building Permits were approved unanimously: <br />Ray Klipping <br />Flora Martin <br /> <br />H.A. Briggs presented the following resolution and moved it’s adoption: <br /> <br />Resolution <br />Resolved: By the Village Council of the Village of Elk River that the Village Council requests the <br />State Highway Department to install proper traffic signals at the intersection of State Highways No. <br />10 and No. 169 in the Village of Elk River, these signals to operate in conjunction with the railroad <br />at that point. The council agrees to assume 25% of the cost of the installation of such signals and to <br />maintain and operate the signals after the installation has been completed. <br /> <br />It is further agreed that the council will require parallel parking on all streets entering the intersection <br />for at least one block from the intersection. <br />Councilman E.A. Parent seconded the above resolution and being put to a vote was passed all <br />voting in favor. <br /> <br />The Clerk was instructed to talk to Dan Bailey and Auditor Earl Darrow regarding the bill from the <br />Examiner’s office for the village audit. <br /> <br />
