Bridget Osborn, PE, CFM
Stormwater Engineer
Ms. Bridget Osborn works as a Water Resource Engineer offering experience on watershed characterization,
hydrologic and hydraulic modeling, storm water system analysis and best management practice (BMP) design, as
HRG reen ®
well as erosion control and storm water permitting. Bridget is proficient in XPSWMM, HEC-RAS, ArcGIS, Geopak
Drainage, P8, MIDS, and HydroCAD. She is certified in the Design of Construction SWPPP and Construction Site
Management. Bridget is an advocate for alternative storm water use education and has presented this topic at
Experience
multiple conferences throughout the Midwest. She serves on the Citizens Advisory Committee for Rice Creek
g Years
Watershed District. Bridget has earned numerous awards for her project leadership and technical expertise such as
the 2016 ACEC Young Professional of the Year Award.
Education
BS, Geological Engineering, University ofRelevant
Project Experiences
 P
Minnesota -Twin Cities- 20o9
BS, Geology, University of Wisconsin Woodbury Drive Safety and Mobility Project — MnDOT — Staff Engineer
- Eau Claire-2009 As Staff Engineer, Bridget evaluated existing drainage conditions throughout the corridor, information that
was used to design the storm sewer system and determine the best way to reroute stormwater as the corridor
Registration/ License redevelops. Bridget also designed and modeled the proposed
storm sewer system and volume reduction BMPs.
CSAH 14 / CSAH 24 Intersection and Pavement Improvements
Design — Washington County, MN — Task Lead
Bridget served as the task lead for the drainage analysis, which included storm sewer design, infiltration basin
design, erosion control and site restoration recommendations as well as coordination with the Middle St. Croix
Watershed Management Organization for stormwater permitting.
CSAH 19 Reconstruction — Washington County, MN — Task Lead
Bridget coordinated information from the City of Woodbury and the South Washington Watershed District to
evaluate existing drainage conditions throughout the Woodbury Drive corridor. This information was used to design
the proposed storm sewer system and determine the best way to reroute stormwater as the corridor redevelops.
Best
Management Practices for the project were determined in order to reduce nutrient loads and accommodate water
quality standards throughout the watershed. BMP design included two stormwater reuse systems in the adjacent
golf courses.
City of Elk River, Minnesota I Comprehensive Plan Update 43
Prepared by Houseal Lavigne
