Tim Thoreen, PMP <br />Regional Director <br />Tim brings over 20 years of experience in project management, planning, environmental documentation, and <br />regulatory agency coordination for state and local government clients in the Upper Midwest. Tim specializes in <br />HR G ree n ® <br />project management, public involvement, and proactive stakeholder management as an integral part of decision - <br />making in a context sensitive solutions framework. Asa planner, Tim's recent project leadership has come on <br />environmental assessments, corridor studies, community transportation and comprehensive plans, bridge location <br />Experience <br />studies, and stormwater management feasibility studies. <br />21 Years <br />Relevant Project Experiences <br />Education <br />MA, Public Affairs, University of Minnesota - 1998 TH 27 / 1-g4 Corridor Study — MnDOT — Project Manager <br />BA, Environmental Studies, Gustavus Project Manager for this planning study and corridor assessment to investigate the use of traditional highway <br />Adolphus College- 1996 improvements to enhance traffic performance, mobility, and driver safety. The study included alternative <br />development, leading the stakeholders through the decision -making process, public involvement services including <br />Registration/ License a project open house and County board meeting, and providing a recommended alternative based on numerous <br />Professional Management Professioanl - MN variables. MnDOT and Douglas County arrived at the decision to design a roundabout at the I-g4 EB exit ramp on <br />#1321936 TH 27 based on the final technical memo and alternative layouts provided by HR Green. <br />TH io Traffic Study — MnDOT — Technical Advisor <br />Tim served as an advisor on this project for MnDOT to evaluate long-term intersection improvements on Highway <br />io in Big Lake. Coordination with the City of Big Lake was necessary in order to negotiate previous commitments <br />made regarding a traffic signal and revised plans to no longer install a traffic signal. <br />Sioux City Comprehensive Plan — City of Sioux City, IA — Project Planner <br />HR Green supported HLAs development of an update to the Sioux City Comprehensive Plan by providing <br />engineering expertise for transportation and water utility components of the Plan. Tim served as the lead planner <br />for HR Green coordinating between engineering staff and HLA's planners. <br />McCook County Master Transportation Plan — SDDOT — Technical Advisor <br />McCook County in South Dakota contains a network of over 120 miles of paved roadway. HR Green developed <br />a Master Transportation Plan for the County that complied with State requirements for a plan. Contents included <br />baseline conditions, forecast demands, and a programmatic review of proposed investments. The study provided a <br />plan for the next 20 years of projects at McCook County. <br />Tim served as a technical advisor on the project, providing guidance and quality management in the development <br />of final products for the County's Plan. <br />City of Elk River, Minnesota I Comprehensive Plan Update 41 <br />Prepared by Houseal Lavigne <br />
