Sherburne County Multi -Hazard Mitigation Plan, 2020 <br />abnormally dry but not yet in drought. Abnormally dry conditions are indicative of the meteorological <br />circumstances that precede drought onset and those that are coming out of drought. Do is often <br />considered a bellwether of drought but it is also an accurate warning sign that crop growth may be <br />slowed and wildland fire risk may be elevated. Table 26 displays these drought categories along with <br />the potential impacts at each level. <br />Table 26. USDM <br />Going into drought: <br />• <br />Short-term dryness slowing planting, growth of crops <br />Do Abnormally Dry <br />or pastures <br />Coming out of drought: <br />• <br />Some lingering water deficits <br />• <br />Pastures or crops not fully recovered <br />• <br />Some damage to crops, pastures <br />Di Moderate Drought <br />• <br />Streams, reservoirs, or wells low, some water <br />shortages developing or imminent <br />• <br />Voluntary water -use restrictions requested <br />• <br />Crop or pasture losses likely <br />D2 Severe Drought <br />• <br />Water shortages common <br />• <br />Water restrictions imposed <br />Extreme Drought <br />• <br />Major crop/pasture losses <br />• <br />Widespread water shortages or restrictions <br />• <br />Exceptional and widespread crop/pasture losses <br />Exceptional Drought <br />• <br />Shortages of water in reservoirs, streams, and wells <br />creating water emergencies <br />Source: (USDM, n. d.) <br />The decision to declare or alter a drought category in a given location is dependent upon a <br />comprehensive set of climate products that are specifically manufactured to quantify drought. Many of <br />these products are referred to as drought indices. These indices each serve a specific purpose. There are <br />indices that are designed for measuring short-term drought, and there are indices that are built to <br />reflect long-term drought. Similarly, other indices are useful for sector specific areas such as water <br />resources or agriculture. <br />Page176 <br />
