Sherburne County Multi -Hazard Mitigation Plan, 2020 <br />Elk River is an active senior community with a large portion of the population over 50. This is <br />only one of the vulnerable populations at risk, the city has also seen the increase in apartment, <br />townhome, and senior living. <br />4. What concerns do you have / what mitigation actions do you think would help your <br />community to reduce or eliminate risk against future severe weather or disaster events? <br />The city is in need of 3 storm shelters, one located at the motor cross track (ERX), one for the <br />Sherburne County Fairgrounds, and having the projected new ice arena/community center as <br />the third. All 3 of these venues have the potential for 3,00o plus citizens in a large outdoor area <br />with no shelter from storms. There is also a need for a vulnerability assessment to be done with <br />recommendations for upgrades to city services to create a more resilient community. <br />Part B: Local Mitigation Capabilities Assessment <br />1. What plans, authorities, or policies are in place to help accomplish mitigation in your <br />community? We have an Incident Action Plan for the local dam, along with a back-up EOC to <br />the Sherburne County Emergency Management. In addition, we have 3.7 warning sirens located <br />throughout the city. <br />2. What staff (organizational capacity) are in place to help accomplish mitigation in your <br />community? Fire Chief is the City's designated Emergency Manager. <br />We have a City Engineer and a Public Works Director that address road maintenance issues for <br />flooding (culverts, repetitive flooding). <br />ERMU has an Electric Superintendent for coordination of electricity restoration and a Water <br />Superintendent for coordination of water supply. <br />What programs are in place to help accomplish mitigation in your community? The city <br />participates in the county's emergency alert system. We have a link on our website for <br />residents to sign up for the system. <br />The city participates in the annual Severe Winter/Spring Weather Awareness Week by posting <br />severe weather awareness information out on our city Facebook page. <br />Our fire department has open houses on fire safety and presents in the schools. <br />Our local school practices tornado drills on an annual basis. <br />Each fall & spring we do active outreach to homeowners to clear leafy and woody debris from <br />roadside gutters to prevent clogging and over the road flooding in these areas. <br />ERMU uses MNWarn which is mutual aid for all water related resources. ERMU offers mutual <br />aid for electric, water, and APPA which can assist with mutual aid for electric. They also have a <br />call center for any water or electric emergencies. <br />Page I K -13 <br />
