Sherburne County Multi -Hazard Mitigation Plan, 2020 <br />St. Cloud Hydroelectric Dam EAP— Sherburne County Emergency Services has a copy of the St. Cloud <br />Hydroelectric Project Emergency Action Plan on file. This plan includes personnel responsibilities, <br />contact information, and flow charts. <br />See Appendix J for a list of all plans and programs, ordinances and staff in place in Sherburne County, <br />and Appendix K: Local Mitigation Survey Reportfurther details each jurisdiction's plans, policies, <br />programs, staff, funding and other resources they have in place in support of hazard mitigation. <br />Mitigation Goal <br />In Section 4 of this plan, the risk assessment identified Sherburne County as prone to a number of <br />natural hazards. The steering committee members understand that although hazards cannot be <br />eliminated altogether, Sherburne County can work toward building disaster -resistant communities. <br />The goals and strategies developed for the 2019 Minnesota State Hazard Mitigation Plan for natural <br />hazards were adopted for use in the Sherburne County Plan (Table 33). This framework will allow for <br />integration of the mitigation actions that are listed by Sherburne County and its jurisdictions into the <br />state plan. The state will then be able to develop a statewide strategy that will benefit all of Minnesota. <br />Table 33. Goals from the 2019 Minnesota State Hazard Mitigation Plan <br />Flooding Goal: Reduce deaths, injuries, property loss and economic disruption <br />due to all types of flooding (riverine, flash, coastal, dam/levee failure). <br />Wildfire Goal: Reduce deaths, injuries, property loss, natural resource and <br />economic disruption due to wildfires (forest, prairie, grass, and peat bogs). <br />Windstorms Goal: Reduce deaths, injuries, property loss, and economic <br />disruption due to windstorms. <br />Hail Goal: Reduce deaths, injuries, property damage, and economic disruption <br />due to hailstorms. <br />Winter Storms Goal: Reduce deaths, injuries, property loss, and economic <br />disruption due to winter storms (blizzard, ice, and ice storm). <br />Lightning Goal: Reduce deaths, injuries, property losses, loss of services, and <br />economic disruption due to lightning. <br />Tornado Goal: Reduce deaths, injuries, property loss, and economic disruption <br />due to tornadoes. <br />Drought Goal: Reduce economic loss and environmental impacts due to drought. <br />Extreme Heat Goal: Reduce deaths, injuries, and economic disruption due to <br />extreme heat. <br />Extreme Cold Goal: Reduce deaths, injuries, and economic disruption due to <br />extreme cold. <br />Dam/Levee Failure Goal: Reduce deaths, injuries, property loss, natural resource <br />and economic disruption due to dam/levee failure. <br />Erosion/Landslide/Mudslide Goal: Reduce deaths, injuries, property loss, and <br />economic disruption due to hillside, coastal, bluff: caused primarily by <br />oversaturation of soil. <br />5.3 Mitigation Action and Project Strategies <br />The mitigation actions in this plan are summarized into four main strategy types, as described in the <br />FEMA publications Local Mitigation Planning Handbook (2013) and Mitigation Ideas: A Resource for <br />Page 197 <br />
