Finally, in reviewing the zoning map of the neighborhood, there have recently been four of <br />seven vacant parcels zoned BP rezoned to mixed use. The rezoning of the application parcel <br />would be the fifth. Traffic on Line Avenue has been addressed with agreement of the developer <br />with a cul-de-sac. The Application satisfies PUD requirements of a conditional Use Permit. <br />Finally, the preliminary plat meets all platting requirements. <br />Case law supports conformity of zone changes in order not to conflict with the <br />Comprehensive Use Plan. <br />Elk River is, as with all cities, is faced with the challenges of a global pandemic. There is <br />no issue that we are all in a crisis. This crisis will and has impacted a change. The economy is in <br />crisis specifically impacting the commercial development of real estate. The demand for office <br />space and commercial property is being rethought. Professionals are realizing that existing office <br />space is becoming a problem due to remote and safe distancing. The new corporate business <br />models are valuing working remotely and as a result it will probably be some time before there is <br />a need for new office space. Landlords are already finding it problematic to keep existing office <br />space fully rented. The mixed use designation allows more flexibility for development. <br />Roger Derrick had the development and financing ready to go according to the <br />comprehensive plan that is a reality and a certainty.
