New Starts Criteria and Request to Enter Final Design <br /> <br />With $37.5 million in state bonding for Northstar approved by the 2005 <br />Minnesota Legislature and signed into law by Governor Pawlenty, the Project is <br />in the process of submitting material needed to gain a "Recommended" rating <br />and to request to enter Final Design. The Project began this process with the <br />early submittal of two chapters of the Project Management Plan (PMP). The <br />remaining chapters of the PMP were submitted on March 31. <br /> <br />New Starts Criteria and a revised Financial Plan, containing more specific <br />information about the bonding passed by the legislature, will be submitted by <br />July 8, 2005. Northstar revises material based on comments <br /> from FT A. <br />August FT A re-rates the Project and submits final design recommendation to <br /> Congress <br />September FT A issues approval to enter Final Design <br /> <br />Northstar Corridor Monthly Report <br />June 17,2005 <br /> <br />Northstar Project staff, including Metropolitan Council, and forecasting <br />consultants met on Friday, June 3 to discuss issues and the process to complete <br />the ridership forecast and resultant Cost Effectiveness Index. It was determined <br />that a number of model inputs needed verification and several model functions <br />needed to be revisited. The conclusion was that it would take a minimum of <br />two months to attain a reasonably functional model and an acceptable forecast. <br />Consequently, a conference call was held with the Washington staff ofFTA to <br />explain the delay and discuss options to proceed.
