Mr. Zack Carlton <br />Page 2 <br />May 13, 2020 <br />Another issue affecting the construction of the sidewalk on the south side of Lincoln Street <br />is that the public utilities, including sewer and water service stubs and hydrants, have <br />been constructed based on previously approved plans. On the north side of Lincoln Street, <br />the sewer and water service stubs were extended 10 feet beyond the right-of-way line, <br />which will allow for future connection to the sewer and water services without disturbing <br />the sidewalk. On the south side of Lincoln Street, the sewer and water service stubs were <br />only extended to the right-of-way line. The sidewalk would have to be removed and <br />replaced when the future services are connected if the sidewalk was to be constructed on <br />the south side of Lincoln Street. The hydrant that was constructed with a previous phase <br />was constructed on the south side of Lincoln Street, five feet behind the curb. This hydrant <br />would have to be relocated if a sidewalk is constructed on the south side of Lincoln Street. <br />It is worth noting that the public utilities along Lincoln Street were only installed with <br />Eagles Marsh Second Addition at the request of then City Engineer, Terry Maurer. The <br />installation of the watermain along Lincoln Street was needed to improve the water <br />system in adjacent developments to the North and Northwest of Eagles Marsh. <br />Subsequently all of the public utilities were installed along Lincoln Street as to not create <br />future difficulties. <br />In addition to the public utilities, the private utilities, including the pedestals, <br />transformers and light poles, were installed for Eagles Marsh Fourth Addition during the <br />construction of Eagles Marsh Second Addition. These utilities may have to be relocated if <br />a sidewalk is constructed on the south side of Lincoln Street. <br />The sidewalk on the south side of Lincoln Street was only extended to Outlot B of Eagles <br />Marsh Second Addition, which is approximately 170 feet west of Eagles Marsh Fourth <br />Addition. Extension of the sidewalk on the south side of Lincoln Street would require <br />disturbing the boulevard area and driveway of the property at 17760 Lincoln Street. <br />Disturbing this existing property is not desirable. <br />In our opinion, due to the issues mentioned above, constructing the sidewalk only on the <br />north side of Lincoln Street based on previously approved plans is the most feasible and <br />practical design. <br />RUM RIVER C <br />LAND SUR VEYOM & W4GRgF.T S <br />
