<br />Parking Ordinance <br />July 18, 2005 <br /> <br />Page 2 <br /> <br />prohibit overnight parking in the King Avenue parking lot, unless it is by a resident of the <br />apartments above what has been described as the Brick Block. <br /> <br />Parking in Municipal Parking Lots <br /> <br />It has been determined that the municipal parking lots along the Burlington Northern <br />Railroad will be used for commuter or public parking without a permit. The King Avenue <br />parking lot will require vehicles to display employee parking permits and staff has identified <br />an area of 77 parking stalls where employees in the downtown businesses may park. Staff <br />has also identified areas where residents will be asked to park in the winter to facilitate <br />snowplowing. <br /> <br />Parking Permits <br /> <br />As recommended by the Task Force and concurred with by the Housing & Redevelopment <br />Authority, the Police Department will be responsible for issuing parking permits at no <br />charge to employees of the downtown and the residents above the businesses in the Brick <br />Block. These permits will hang from the rearview mirror of the vehicle and will be in two <br />colors; one for each type of permit. Residents of the MetroPlains businesses will not be <br />issued permits as it is assumed that they will have adequate parking within their own facility <br />as required by City Code. The number of permits to be issued will not be limited by <br />business. Every downtown employee will be issued a parking permit so that employees do <br />not need to share permits or exchange permits when there is a shift change. <br /> <br />Enforcement <br /> <br />Staff has received inquiries from business owners not on the King Avenue Parking Lot Task <br />Force regarding the issue of enforcement. It has been determined that enforcement will not <br />begin immediately. Police Chief Beahen has noted that as construction occurs, parking may <br />need to be adjusted "on the fly" in order to respond to public safety issues. Attempting to <br />enforce the recommended employee parking area and/or time limits on the downtown <br />streets as recommended by the Task Force would be confusing and frustrating for all <br />involved until construction is complete. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve the attached ordinance implementing the <br />changes to Sections 74-97 and 74-99 of the Elk River Code of Ordinances. <br /> <br />S:\pLANNING\Case Files\2005\OA 05-10 City ofER Parking\07 1805 cc memo. doc <br />
