Ordinance No. 05-_ · Employee Parking Exhibit The King Avenue Parking Lot Task Force completed its work in late May 2005. Attached is their final report which has been presented to the Housing & Redevelopment Authority. Of particular interest are the traffic control and parking enforcement measures noted on pages 7 and 8 of the report. After reviewing the Task Force's recommendations, staff examined Sections 74-97 and 74-99 of the City Code relating to night time parking in the business district and parking in municipal parking lots for any potential conflicts between the recommendations and the ordinance language. Night Time Parking In the past, the ordinance prohibited night time parking in a generically-termed "business district". Historically, this has been downtown and on Baldwin and yd Street near the Emporium and the Salvation Army store. This was to prohibit semi trucks from parking on the street while waiting for deliveries to occur. Staff proposes to revise the language to specifically outline which areas on-street parking cannot occur. This is primarily to facilitate street sweeping, which occurs more frequently in the downtown area and again, to prohibit semi trucks from parking overnight in these areas. The ordinance has also been amended to Planning Department Mission: the orderly development of a livable and sustainable Elk River community.
