WHEREAS, the policy of the Village Council of the Village of Elk River relating to the payment of <br />the cost of the street, curbing, sidewalk construction has not been entirely consistent from project ot <br />project with the result that the landowners affected have been unable to clearly predict how any such <br />improvement project was to be handled by this council, and <br /> <br />WHEREAS, the general financial situation of the Village and in particular that of the general <br />revenue fund from which the cost of street, sidewalk and curbing construction and improvements <br />must be paid, it is such that does not warrant nor permit further payment for the items hereinbefore <br />described, and <br /> <br />WHEREAS, the type of project hereinbefore described are generally ones that benefit the <br />landowners in a limited area only. <br /> <br />IT IS THEREFORE RESOLVED by the Village Council of the Village of Elk River that from the <br />date of the adoption of this resolution, all costs for the construction, layout and improvement of <br />village streets, sidewalks and curbing shall be assessed against the abutting landowners in a manner <br />or in such ratio as to each owner as may be fair and equitable in any particular project as the council <br />may, from time to time, determine and that the funds on deposit in the general revenue fund for the <br />Village of Elk River shall not be used for such purposes provided, however, that nothing contained <br />in this resolution shall prevent the Village Council from the expenditure of such funds or any part <br />thereof for the ordinary maintenance and repair of any of the items described in this resolution. <br /> <br />This resolution was duly seconded by member Briggs. <br />The following members voted for the adoption of the resolution: Meyer, Bergerson, Briggs, <br />Kemper. <br />And the following noted against the resolution: None. <br /> <br />Cecil Thompson made application for a Village Taxi license and upon motion by Meyer and second <br />by Briggs the Council approved a taxi license to him for one year for a fee of one dollar. All voted in <br />favor. <br /> <br />Al Balow delivered his monthly report of liquor store business which was placed on file. <br /> <br />Motion by Briggs and second by Kemper to apply for up to 5% more bonds for the liquor store <br />building and 10% more for the sewer extensions to cover extra expense for contractors and <br />engineers fees. Motion carried. <br /> <br />The following bills were approved: <br />Fire Department – fires 102.00 <br />Star News – printing 544.90 <br />Hoglund Green House – plants 17.75 <br />Buffalo Memorial Hosp – Mrs. Nelson 118.50 <br />St Paul Book and Stationery – books 15.85 <br />Lauring Drug Store – Mrs. Nelson 30.50 <br />Library Mag. Agency – magazines 18.00 <br />Hetrick Station – gas and oil 7.15 <br />LaRie Nursing Home – Mrs. Nelson 42.00 <br />First Natl Bank – box rent 4.40 <br /> <br />
