MnDOT Contract No. 1028386 Work Order No. 1 <br />Exhibit B <br />Detailed Scope of Work and Deliverables <br /> <br />3 <br />PROJECT APPROACH <br />The Local Government/Agency will hire SRF Consulting Group, Inc. (SRF), along with Sambatek, Inc., to perform the tasks <br />under this contract, described further below. This team will be referred to as the “consultant” within this scope of work. <br /> <br />The following project approach is centered on building a collaborative effort where the consultant team works closely with <br />the study partners to coordinate planning efforts and identify short-, mid-, and long-term solutions. The corridor and <br />subarea improvements will balance the regional transportation needs with the local needs of the surrounding communities. <br />The consultant team takes pride in being inclusive – we will ensure that the varying voices of the community are heard, <br />listened to, and addressed at key points in the process. <br /> <br />The process diagram presented below outlines a three-phase approach to this project. Phase I is a data driven set of <br />activities to define the issues and problems. Phase II defines an appropriate range of solutions and tests these solutions with <br />a variety of tools. Phase III culminates in a preferred local corridor plan and implementation strategy. Integrated within this <br />approach is comprehensive agency and stakeholder engagement that will build understanding and consensus. <br /> <br />Throughout this process, the consultant team will collaborate with representatives from the City of Ramsey, Anoka and <br />Sherburne counties, and State’s Metro and District 3. The consultant team understands the importance of communication in <br />this process and will proactively develop a community engagement plan and work with stakeholders to adjust the <br />plan/activities when needed to address special issues as they arise. <br /> <br />Study Activities, Deliverables, and Milestones Summary <br />Following is a summary of the key activities, deliverables, and milestones over the timeframe of the study. It aligns with the <br />three-phase approach previously mentioned/presented, including project management and the <br />stakeholder/agency/community coordination that is being proposed. The project schedule, from project initiation to final <br />completion, is also provided in more detail later in this scope of work; it is organized with more time-based detail and aligns <br />well with this summary. <br /> <br /> <br /> <br />
