MnDOT Contract No. 1028386 Work Order No. 1 <br />Exhibit B <br />Detailed Scope of Work and Deliverables <br /> <br />1 <br />THIS ENTIRE SCOPE OF WORK FALLS UNDER SOURCE TYPE 1150 <br /> <br />PROJECT BACKGROUND <br />The Local Government/Agency is requesting consultant assistance in conducting a transportation planning study for a 3.5- <br />mile segment of Trunk Highway (TH) 10. This segment runs from the Anoka/Sherburne County border (just south of Jarvis <br />Street) to TH 101/169. Further, this transportation study includes review of the local transportation system in a 13.5 square <br />mile area surrounding the TH 10 corridor. <br /> <br />The study will include an in-depth review of current operations, land use, and local roadway connectivity along the TH 10 <br />corridor, along with broader transportation system needs on supporting roadways and intersections. The purpose of the <br />study is to address safety, mobility, and operational issues to maintain the functionality of TH 10, while also addressing and <br />improving local transportation system connectivity and accessibility within Elk River and its neighbor Ramsey, to the east. A <br />corridor improvement plan as a full freeway facility will advance the opportunity for additional economic development in <br />the area. The land use planning included as part of the study will help to review options for this to occur in coordination with <br />the local stakeholders and landowners. <br /> <br />While State has jurisdiction over TH 10, the Local Government/Agency has a significant stake in the outcome of how it <br />operates today and into the future. TH 10 serves the immediate Elk River community and beyond, and the roadway network <br />that connects to it needs to work in unison to provide accessibility to various land uses in the community. State’s District 3 <br />will be involved in the study, but State’s Metro District TH 10 up to the TH 101/169 interchange area and will be a significant <br />contributor to the study process. Sherburne County will also be a key stakeholder to include in the study process, <br />coordinating county facilities and plans. <br /> <br />Due to the importance of this route and the level of volume, State has this facility classified as a 1AF access facility, which <br />means its long-term goal is best suited as a controlled-access, freeway type facility. There have been numerous studies and <br />planning projects over the past ten-plus years that have moved forward a full freeway concept on either side of this study <br />area. Given the potential for growth and development in this area, there is urgency to develop a plan for this segment of TH <br />10. As part of this plan, existing access and adjacent land uses need to be accommodated and/or planned for. There are 25- <br />plus current access along this segment of TH 10. A key study outcome of this effort is identification of access alternative(s) <br />that plan for vibrant land use development in the area to ensure businesses and potential residential development can <br />thrive with safe connections to, from, and across TH 10. The City of Elk River has been planning for modification through this <br />area with the Twin Lakes Road extension project, Yale Street frontage road design, 171st Avenue Focus Area Study, and the <br />like which will help inform this work. <br /> <br />It is well understood that a full freeway transition will take time and that a detailed, well-coordinated implementation plan is <br />extremely important to outlining how best to work toward the long-term vision. Short- and mid-term improvements can be <br />implemented to help manage traffic growth, provide safe accessibility to the roadway, and encourage well-coordinated land <br />use development along the corridor. This is critical at intersections like Alpine Drive, Jarvis Street, Kelley Farms Road, 165th <br />Avenue, and 171st Avenue. <br /> <br />The study will include an in-depth review of current operations, land use, and local roadway connectivity along the TH 10 <br />corridor, along with broader transportation system needs on supporting roadways and intersections.
