I have personally inspected the property herein appraised and that I have afforded the <br />property owner/representative the opportunity to accompany me during an inspection. Such opportunity was afforded to <br />Mr. Ronald Touchette on November 276, 2019and the owner/representative (accepted/declined) the invitation to <br />accompany me during the inspection and was present at the time of inspection. I have also personally made a field <br />inspection of the comparable sales relied upon in making this appraisal and said photos are retained in the appraiser's <br />work file. The subject is represented by the photographs contained herein <br />I further certify that to the best of my knowledge and belief: <br />• The statements of fact contained in the appraisal herein above set forth are true, and the information upon which the <br />opinions expressed therein are based as correct. <br />• The reported analyses, opinions, and conclusions are limited only by the reported assumptioms and limiting <br />conditions and we my personal, impartial and unbiased professional analyses, opinions and conclusions. <br />• That I understand that such appraisal is to be used in connection with the acquisition of real property for right of <br />way for a transportation improvement to be constructed by the acquiring agency, and that such appraisal has been <br />made in conformity with the Uniform Standards of Professional Appraisal Practice (USPAP), appropriate State <br />laws, regulations, policies and procedures applicable to appraising of right of way for such purposes, and that to the <br />best of my knowledge no portion of the value assigned to such property consists of items which are non- <br />compensable under the established State law. <br />• That in making this appraisal, I have disregarded any increase or decrease in the before value caused by the project <br />for which the property is being acquired. <br />• That neither my employment nor my compensation for making this appraisal and report we in any way contingent <br />upon developing or reporting of a predetermined value or direction in value that favors the cause of the client, the <br />amount of the value opinion, the attainment of a stipulated result, or the occurrence of a subsequent event directly <br />related to the intended use of this appraisal. <br />• That I have no bias with respect to the property that is the subject of this report or to the parties involved with this <br />assignment. <br />• That I have no direct or indirect present or prospective interest in the property that is the subject of this report or in <br />any benefit from the acquisition of such property appraised, and no personal interest with respect to the parties <br />involved. <br />• I have performed no services, as an appraiser or in any other capacity, regarding the property that is the subject of <br />this report within the three year period immediately preceding acceptance of this assignment. <br />• That no one provided significant real property appraisal assistance to the persons signing this certification. <br />• That I will not reveal the findings and results of such appraisal to anyone other than the proper officials of the <br />acquiring agency until authorized by agency officials to do so, or until I am required to do so, by due process of law, <br />or until I am released from this obligation by having publicly testified as to such findings. <br />• That my independent opinion of the fair compensation for said parcel, as of the 16' day of January 2020 is <br />$9.200.00 and that the conclusion set forth in this appraisal was reached without collaboration or direction as to <br />value. <br />2- March 19th, 2020 <br />Eric M.
