7. BIDDING SRF will assist the City with the bidding process by notifying contractors about the project and gauging their interest and availability for undertaking the work. This will help ensure a good bid climate is created prior to bidding. The following scope of work will be undertaken for this phase of work: • Assist the City with preparation of advertisement for bid. • Attend the pre -bid conference (if needed). • Issue addenda and respond to contractor questions during the bidding period. • Prepare bid tabulation and assist in the review, evaluation and award recommendation of the bids received. 8. CONSTRUCTION SERVICES SRF recognizes the importance of providing quality in -construction services to ensure adherence to the contract documents and the implementation of high -quality outcomes for the project. In addition to providing certified inspectors to oversee the implementation of site and building improvements, staff assigned to the project will stay engaged from the beginning to the end of the project to ensure efficient communication and coordination with City Staff and the consultant team. • Facilitate pre -construction meeting. • Provide construction staking services. Assumes up to ten days (ten trips) of staking with a two -person crew during construction. • Respond to owner and contractor RFI's, review and approve shop drawing and product submittals, prepare proposal requests, and review responses. Advise the City on any contractor change order items. • Conduct bi-weekly site visits to observe work for compliance with contract documents, prepare written field reports, and attending construction meetings, as noted above. Assumes 13 site visits for 26 weeks of construction. • Review and approve contractor's monthly payment requests and final payment request. • Monitor contractor testing and start-up of new systems to ensure compliance with contract documents, and provide reports indicating acceptance and approval. • Conduct one site visit/punch-list inspection at substantial completion of construction. • Conduct one site visit at final completion of construction verifying completion of punch -list items. • Conduct one pre -warranty inspection at the site 10 months after substantial completion of construction. • Provide hard copy and electronic as -built drawings. • Provide hard and electronic copies of operations and maintenance manuals prepared by the Contractor. • Prepare and coordinate submittal of IC134 withholding affidavit for contractors and certificate of substantial completion forms. Optional Services Optional services noted in the request for proposal and subsequent addendum are outlined below. These services and associated fees are not included in the baseline scope of services. 1. GEOTECHNICAL INVESTIGATION If accepted, geotechnical investigation will be completed by Northern Technologies, LLC. Based on the proposed improvements outlined in the request for proposal, this scope of work is based on the assumptions listed below. If deemed necessary, additional soil borings can be undertaken at a fee to be negotiated at the time of request. • Assumes 4 total 14.5' depth soil borings at proposed building sites. • Assumes 6 total 8' depth soil borings at proposed parking areas or other features. 2. CONSTRUCTION TESTING/SPECIAL INSPECTIONS If accepted, construction testing and special inspections will be completed by Northern Technologies, LLC. Based on the proposed improvements outlined in the request for proposal, this scope of work is based on the assumptions listed below. • Assumes 13 total visits for excavation observations and testing for earthwork. • Assumes 41 total visits for special inspection and testing services for concrete construction. • Assumes 6 total visits for special inspection and testing services for structural masonry. • Assumes 2 total visits for special inspection and testing services for structural steel construction. • Assumes 20 total visits for special inspection and testing services for parking lots.
