7. BIDDING <br />SRF will assist the City with the bidding process by notifying <br />contractors about the project and gauging their interest and <br />availability for undertaking the work. This will help ensure a good <br />bid climate is created prior to bidding. The following scope of <br />work will be undertaken for this phase of work: <br />• Assist the City with preparation of advertisement for bid. <br />• Attend the pre -bid conference (if needed). <br />• Issue addenda and respond to contractor questions during the <br />bidding period. <br />• Prepare bid tabulation and assist in the review, evaluation and <br />award recommendation of the bids received. <br />8. CONSTRUCTION SERVICES <br />SRF recognizes the importance of providing quality in -construction <br />services to ensure adherence to the contract documents and <br />the implementation of high -quality outcomes for the project. <br />In addition to providing certified inspectors to oversee the <br />implementation of site and building improvements, staff assigned <br />to the project will stay engaged from the beginning to the end of <br />the project to ensure efficient communication and coordination <br />with City Staff and the consultant team. <br />• Facilitate pre -construction meeting. <br />• Provide construction staking services. Assumes up to ten <br />days (ten trips) of staking with a two -person crew during <br />construction. <br />• Respond to owner and contractor RFI's, review and approve <br />shop drawing and product submittals, prepare proposal <br />requests, and review responses. Advise the City on any <br />contractor change order items. <br />• Conduct bi-weekly site visits to observe work for compliance <br />with contract documents, prepare written field reports, and <br />attending construction meetings, as noted above. Assumes 13 <br />site visits for 26 weeks of construction. <br />• Review and approve contractor's monthly payment requests <br />and final payment request. <br />• Monitor contractor testing and start-up of new systems to <br />ensure compliance with contract documents, and provide <br />reports indicating acceptance and approval. <br />• Conduct one site visit/punch-list inspection at substantial <br />completion of construction. <br />• Conduct one site visit at final completion of construction <br />verifying completion of punch -list items. <br />• Conduct one pre -warranty inspection at the site 10 months <br />after substantial completion of construction. <br />• Provide hard copy and electronic as -built drawings. <br />• Provide hard and electronic copies of operations and <br />maintenance manuals prepared by the Contractor. <br />• Prepare and coordinate submittal of IC134 withholding affidavit <br />for contractors and certificate of substantial completion forms. <br />Optional Services <br />Optional services noted in the request for proposal and <br />subsequent addendum are outlined below. These services and <br />associated fees are not included in the baseline scope of services. <br />1. GEOTECHNICAL INVESTIGATION <br />If accepted, geotechnical investigation will be completed <br />by Northern Technologies, LLC. Based on the proposed <br />improvements outlined in the request for proposal, this scope <br />of work is based on the assumptions listed below. If deemed <br />necessary, additional soil borings can be undertaken at a fee to <br />be negotiated at the time of request. <br />• Assumes 4 total 14.5' depth soil borings at proposed building <br />sites. <br />• Assumes 6 total 8' depth soil borings at proposed parking <br />areas or other features. <br />2. CONSTRUCTION TESTING/SPECIAL <br />INSPECTIONS <br />If accepted, construction testing and special inspections will <br />be completed by Northern Technologies, LLC. Based on the <br />proposed improvements outlined in the request for proposal, this <br />scope of work is based on the assumptions listed below. <br />• Assumes 13 total visits for excavation observations and testing <br />for earthwork. <br />• Assumes 41 total visits for special inspection and testing <br />services for concrete construction. <br />• Assumes 6 total visits for special inspection and testing services <br />for structural masonry. <br />• Assumes 2 total visits for special inspection and testing services <br />for structural steel construction. <br />• Assumes 20 total visits for special inspection and testing <br />services for parking lots. <br />SRF CONSULTING GROUP CITY OF ELK RIVER H Active Elk River Park Improvements 6 <br />
