4. SCHEMATIC DESIGN Prior to beginning schematic design for the project, all background information available for the park property will be reviewed by the project team, including existing survey and utility information, right-of-way, and property boundaries. After receiving preliminary input from City staff, SRF will begin to explore developing concept plans for improving the entrance drive, parking facilities, trail circulation, and addressing storm water runoff and erosion issues. The following tasks will be completed by the SRF Team: • Conduct two working project team meetings with City staff. • Affirm park issues to be addressed as part of the proposed improvements. • Identify strategies for incorporating sustainable site design strategies as part of the preliminary design process. • Identify accessibility improvement needs. • Develop program for all proposed buildings. • Complete a preferred overall schematic layout and grading plan for Orono Park with proposed park pavilion with concessions, restrooms, picnic area, and personal watercraft rental space. • Investigate potential for repurposing existing concessions/ storage building at Youth Athletic Complex to meet current needs. • Prepare schematic building plans, sections, and elevations. • Develop preliminary cost estimate. 5. DESIGN DEVELOPMENT Based on outcomes of the schematic design process, additional design detail will be added to park site layout and grading plans and drafted into AutoCAD format drawings. The SRF Team will complete the following tasks as part of the preliminary engineering process: • Attend up to two working project team meetings with City staff to review and discuss design development plans. Modify plans as needed based on comment and feedback. • Develop refined layout, grading, utility and detail plans for layout of the parking lots, and trail circulation. • Design a lighting system for Orono Park trails and parking lots with lights matching those recently installed on the TH 10 trail project. • Identify stormwater treatment systems required to support new park improvements. . Identify water, electrical, and other miscellaneous utility service needs. • Design an independent septic system for restroom/concessions buildings at Youth Athletic Complex. • Coordinate with the skate park designer to ensure seamless integration with other park amenities. • Coordinate mechanical design with splash pad designer to ensure adequate space is provided within the Orono Park pavilion mechanical room to operate and maintain the recirculating system. • Assemble draft specification index. • Complete preliminary review of agency permitting requirements and identify all City, State, and Federal permits and protocols to be followed for implementing proposed park improvements. • Coordinate completion of geotechnical investigation (as needed) • Develop refined itemized cost estimate. • Attend Park and Recreation Commission meeting to review current design status. 6. CONSTRUCTION DOCUMENTS Based on outcomes of the preliminary engineering phase of work, the SRF Team will prepare a comprehensive construction plan set and specifications based on final approval of all park design and natural resource restoration components of the project. Interim 60%, 90%, and 100% complete draft plan sets will be presented to City staff for review and comment. City staff comments will be incorporated into the plan sets within seven days of being submitted to the consultant team. The following scope of work will be undertaken for this phase of work: • Attend up to three working project team meetings with City staff to review 60%, 90%, and 100% complete construction documents. • Attend Park and Recreation Commission meeting to review 90% complete construction documents. • Plan sets will be organized to be bid as three independent bid packs. • Prepare a final itemized cost estimate and identify potential alternates to be included for bidding • Prepare Mn DOT format specifications. • Coordinate approvals with all reviewing agencies. • Obtain required external permits, such as MPCA NPDES permits (SWPPP). • Submit bidding documents to City for advertisement, including signed plan sheets and signed specifications (PDF) for uploading to QuestCDN.
