4. SCHEMATIC DESIGN <br />Prior to beginning schematic design for the project, all background <br />information available for the park property will be reviewed by <br />the project team, including existing survey and utility information, <br />right-of-way, and property boundaries. After receiving preliminary <br />input from City staff, SRF will begin to explore developing concept <br />plans for improving the entrance drive, parking facilities, trail <br />circulation, and addressing storm water runoff and erosion issues. <br />The following tasks will be completed by the SRF Team: <br />• Conduct two working project team meetings with City staff. <br />• Affirm park issues to be addressed as part of the proposed <br />improvements. <br />• Identify strategies for incorporating sustainable site design <br />strategies as part of the preliminary design process. <br />• Identify accessibility improvement needs. <br />• Develop program for all proposed buildings. <br />• Complete a preferred overall schematic layout and grading plan <br />for Orono Park with proposed park pavilion with concessions, <br />restrooms, picnic area, and personal watercraft rental space. <br />• Investigate potential for repurposing existing concessions/ <br />storage building at Youth Athletic Complex to meet current <br />needs. <br />• Prepare schematic building plans, sections, and elevations. <br />• Develop preliminary cost estimate. <br />5. DESIGN DEVELOPMENT <br />Based on outcomes of the schematic design process, additional <br />design detail will be added to park site layout and grading <br />plans and drafted into AutoCAD format drawings. The SRF Team <br />will complete the following tasks as part of the preliminary <br />engineering process: <br />• Attend up to two working project team meetings with City staff <br />to review and discuss design development plans. Modify plans <br />as needed based on comment and feedback. <br />• Develop refined layout, grading, utility and detail plans for <br />layout of the parking lots, and trail circulation. <br />• Design a lighting system for Orono Park trails and parking lots <br />with lights matching those recently installed on the TH 10 trail <br />project. <br />• Identify stormwater treatment systems required to support <br />new park improvements. <br />. Identify water, electrical, and other miscellaneous utility service <br />needs. <br />• Design an independent septic system for restroom/concessions <br />buildings at Youth Athletic Complex. <br />• Coordinate with the skate park designer to ensure seamless <br />integration with other park amenities. <br />• Coordinate mechanical design with splash pad designer <br />to ensure adequate space is provided within the Orono <br />Park pavilion mechanical room to operate and maintain the <br />recirculating system. <br />• Assemble draft specification index. <br />• Complete preliminary review of agency permitting requirements <br />and identify all City, State, and Federal permits and protocols <br />to be followed for implementing proposed park improvements. <br />• Coordinate completion of geotechnical investigation (as <br />needed) <br />• Develop refined itemized cost estimate. <br />• Attend Park and Recreation Commission meeting to review <br />current design status. <br />6. CONSTRUCTION DOCUMENTS <br />Based on outcomes of the preliminary engineering phase of work, <br />the SRF Team will prepare a comprehensive construction plan set <br />and specifications based on final approval of all park design and <br />natural resource restoration components of the project. Interim <br />60%, 90%, and 100% complete draft plan sets will be presented <br />to City staff for review and comment. City staff comments will <br />be incorporated into the plan sets within seven days of being <br />submitted to the consultant team. <br />The following scope of work will be undertaken for this phase of <br />work: <br />• Attend up to three working project team meetings with City <br />staff to review 60%, 90%, and 100% complete construction <br />documents. <br />• Attend Park and Recreation Commission meeting to review <br />90% complete construction documents. <br />• Plan sets will be organized to be bid as three independent bid <br />packs. <br />• Prepare a final itemized cost estimate and identify potential <br />alternates to be included for bidding <br />• Prepare Mn DOT format specifications. <br />• Coordinate approvals with all reviewing agencies. <br />• Obtain required external permits, such as MPCA NPDES permits <br />(SWPPP). <br />• Submit bidding documents to City for advertisement, <br />including signed plan sheets and signed specifications (PDF) <br />for uploading to QuestCDN. Plan sheets will include City and <br />MnDOT title and approval blocks including file and requisition <br />numbers as applicable. <br />• Provide digital files compatible with AutoCAD/Civil 3D software <br />SRF CONSULTING GROUP CITY OF ELK RIVER // Active Elk River Park Improvements 5 <br />
