Additionally, the General Manager is accountable only to the Commission. <br />From the Commission’s perspective, the authority and accountability of ERMU management and <br />staff employees is inseparable from the authority and accountability of the General Manager. <br /> <br />Consistent with this general statement: <br /> <br />1. The Commission as a body and the Commission members individually will never give <br />instructions (direct or implied) to anyone other than the General Manager. <br /> <br />2.
