MMTG – Midwest Municipal Transmission Group – A group formed by Iowa, Minnesota, and Illinois municipal utilities to advocate for the recognition of existing municipal transmission ownership, as well as seek new ownership opportunities. MMTG is governed by a volunteer board of directors from its me mbership. 57. MMUA – Minnesota Municipal Utilities Association – A nonprofit corporation representing the interests of the state’s 100+ municipal electric and natural gas utilities. MMUA was formed in 1931 and provides a wide variety of services to its members. 58. MNPUC – Minnesota Public Utilities Commission – The regulating body for electric, natural gas, and telephone services in the state. The Commission consists of five commissioners appointed by the governor to six-year, staggered terms. Its mission is to create and maintain a regulatory environment that ensures safe, adequate, and efficient utility services at fair, reasonable rates consistent with State telecommunications and energy policies. 59. MOU – Memorandum of Understanding – An agreement between two parties that is not legally binding, but which outlines the responsibilities of each of the parties to the agreement. An MOU is often the first step toward creating a legally binding contract. 60. MREA – Minnesota Rural Electric Association – A non-profit member service organization representing electric cooperatives in the state of Minnesota. MREA assists with safety compliance, education and training, as well as government affairs. It is divided into seven districts and governed by a fourteen-member board of directors. 61. MRO – Medical Review Officer – A licensed physician who is responsible for receiving and reviewing laboratory results generated by an employer's drug testing program. They also evaluate medical explanations for certain drug test results. The officer acts as an independent and impartial advocate for the accuracy and integrity of the drug testing process. 62. MRWA – Minnesota Rural Water Association – A non-profit association governed by a board of directors with full-time staff trained to offer professional on-site technical assistance and training to water and wastewater system personnel in managerial, financial, and operation and maintenance of systems, as well as source water protection. 63.
