Elk River began taking power from MMPA on October 1, 2018. <br /> <br />56. MMTG – Midwest Municipal Transmission Group – A group formed by Iowa, <br />Minnesota, and Illinois municipal utilities to advocate for the recognition of existing <br />municipal transmission ownership, as well as seek new ownership opportunities. <br />MMTG is governed by a volunteer board of directors from its me mbership. <br /> <br />57. MMUA – Minnesota Municipal Utilities Association – A nonprofit corporation <br />representing the interests of the state’s 100+ municipal electric and natural gas <br />utilities. MMUA was formed in 1931 and provides a wide variety of services to its <br />members. <br /> <br />58. MNPUC – Minnesota Public Utilities Commission – The regulating body for electric, <br />natural gas, and telephone services in the state. The Commission consists of five <br />commissioners appointed by the governor to six-year, staggered terms. Its mission is <br />to create and maintain a regulatory environment that ensures safe, adequate, and <br />efficient utility services at fair, reasonable rates consistent with State <br />telecommunications and energy policies. <br /> <br />59. MOU – Memorandum of Understanding – An agreement between two parties that is <br />not legally binding, but which outlines the responsibilities of each of the parties to <br />the agreement. An MOU is often the first step toward creating a legally binding <br />contract. <br /> <br />60. MREA – Minnesota Rural Electric Association – A non-profit member service <br />organization representing electric cooperatives in the state of Minnesota. MREA <br />assists with safety compliance, education and training, as well as government affairs. <br />It is divided into seven districts and governed by a fourteen-member board of <br />directors. <br /> <br />61. MRO – Medical Review Officer – A licensed physician who is responsible for <br />receiving and reviewing laboratory results generated by an employer's drug testing <br />program. They also evaluate medical explanations for certain drug test results. The <br />officer acts as an independent and impartial advocate for the accuracy and integrity <br />of the drug testing process. <br /> <br />62. MRWA – Minnesota Rural Water Association – A non-profit association governed by <br />a board of directors with full-time staff trained to offer professional on-site technical <br />assistance and training to water and wastewater system personnel in managerial, <br />financial, and operation and maintenance of systems, as well as source water <br />protection. <br /> <br />63. Muni – Municipal Utility – Publicly-owned, not-for-profit utilities governed by the <br />city council or an appointed commission. Capital is typically raised through operating <br />222
