improvements for school street. The flashing crosswalk is similar to the flashing <br />crosswalks that are currently installed for Parker Elementary School and Lincoln <br />Elementary School. <br />i. The flashing crosswalk is being installed to provide a safe crossing location <br />for students in this location. It should be noted that the spacing for the <br />flashing crosswalk and the semaphore intersection is approximately the same <br />as the spacing between the flashing crosswalks at Parker Elementary School <br />and Lincoln Elementary School. <br />ii. As stated in the previous city comment, human nature is to take the most <br />direct path from point A to Point B. It is anticipated that students will use the <br />Lions Park trail and recently installed sidewalk along Lions Park Drive to <br />access the proposed flashing crosswalk. <br />iii. The flashing crosswalk that is being installed should provide a safe crossing <br />location for student athletes and coaches. In addition, it is anticipated that <br />many students will likely drive to the practice field rather then walk from the <br />school so they don't have to carry their equipment such a long distance. <br />b. The flashing crosswalk is being proposed to provide a safe crossing for School <br />Street. <br />c. Based on the traffic study provided by Wenck Engineering, no impact to Proctor <br />Avenue is anticipated. The current study shows the traffic light will "clear" after <br />each cycle and the maximum queue length at peak traffic is expected to be <br />approximately 160' (approximately half the distance to the existing VandenBerge <br />drive entrance). <br />d. See previous comment regarding the maximum anticipated queue length. Cars are <br />not expected to backup to the existing drive entrances for the apartment complexes <br />mentioned. <br />6. See attached fire truck turning movements for the site. If there are more specific concerns <br />from the MN Fire Code Chapter 5, Appendix D, please elaborate. <br />7. Electrical charging stations are not currently planned for the high school parking lot. If <br />conduit for future charging stations is needed, please provide a drawing showing where this <br />conduit should be installed. <br />8.
