February 27th, 2020
Zack Carlton
City of Elk River
13065 Orono Parkway
Elk River, MN 55330
Re: 2020 Elk River High School Parking Lot Improvements
BKBM Prcj ect No. 17445.01
Dear Mr. Carlton:
BKBM
ENGINEERS
The following letter is in response to the city review comments you provided for the Elk River High
School Parking Lot Improvements project on January 15th, 2020. After reviewing the below
responses, please let me know if you have any additional questions or require any additional
information at this time.
Response to City Comments:
Note each number below corresponds to the numbered comment from the City's January 15th review
letter.
1. The three drop off lanes at the main entrance to the High School is similar to what was
recently installed at Prairie View Elementary and Middle School in the ISD #728 School
District. The intent is for the lane closest to the building to be drop off and pick up, while
the other two lanes are for thru traffic. To date, this layout has performed well at Prairie
View and, to our knowledge, no safety issues have resulted from the three lane concept.
2. Drop off signage and arrows will be provided adjacent to the drive and on the pavement. A
speed table (similar to a speed bump) is being provided at the main entrance to the High
School, Ice Arena, and football stadium. There are also blinking pedestrian crosswalk signs
being proposed on both sides of the drive at these locations. Within the parking lot itself, a
combination of stop signs and speed tables are being proposed to slow down traffic.
3. Signage for the Ice Arena will be added to sheet C4.001 in accordance with the City and
School District's agreement. Per conversation with city staff, it is BKBM's understanding
these signs are to indicate "Ice Arena Parking Only 8am-4pm".
4. Per the City's agreement with the School District, 75 parking stalls are to be allocated to the
Ice Arena (see previous response). It is our understanding these 75 stalls were intended to
accommodate the typical user for the arena and staff. Deliveries, maintenance services,
visiting buses, and emergency vehicle circulation should be discussed with the Ice Arena
design team. Note that turning movements around the three -lane ring road was modeled for
a 53-foot semi -truck. The semi -truck is also able to loop around the ice arena on the
proposed fire loop that is to be installed as part of the ice arena project.
5. The following comments are in response to the safety concerns regarding the traffic signal
relocation.
a. Students will be able to cross School Street at the proposed traffic light location. In
addition, a flashing crosswalk is being proposed as part of the City's planned
6120I_wre E:tr(min I'.",)rlv4. w°.ul'te 700, M1iunewlrr0,f NAN 55430 763-843-0420
3507 (::°scuri w°itiulte 105, C",)e ever, C,C) ,(tT'y16 /20.515.9$:(0
WWW al ll,)Inn tacnn
