Staff approval of updated plans addressing comments outlined in <br />the staff comment letter dated January 15, 2020. <br />2. The CUP will not be recorded until impacted property owners <br />agree to required easement or right-of-way transactions. <br /> <br />Background/Discussion <br />The applicant is proposing to modify and expand the parking area <br />located between Elk River High School, the multi-purpose facility, <br />and VandenBerge Middle School. Additionally, the proposal <br />relocates the current signal from its location at Lions Park Drive to <br />the new driveway location aligning with the west entrance of Central <br />Lutheran Church. The stormwater pond in the current parking lot is <br />relocated to an expanded pond in Lions Park. <br /> <br />Comprehensive Plan <br />The Comprehensive Plan guides the area for Public/Institutional <br />uses, which is consistent with the proposed development <br /> <br />Site Plan <br />Updated site plans remove the existing stormwater pond to expand the parking area. The lot has 2 to 3 <br />one-way drive lanes around the perimeter, improving safety by separating the parking area from the bulk <br />of vehicular traffic. The outside lane is designed for drop-off/pick-up at the high school and the multi- <br />purpose facility. The parking area includes two raised sidewalks to separate pedestrian traffic from the <br />cars.
