Copart USA Traffic Impact Study 1/14/2020 <br />Elk River, MN <br />• TH 10 & Jarvis Street NW/Cleveland Street NW <br />• Jarvis Street NW & 161st Avenue NW <br />These turning movement counts were recorded on Tuesday, January 7, 2020. Weather <br />was fair but cold. <br />The raw traffic counts have been seasonally adjusted by month of year. According to the <br />Minnesota Department of Transportation Seasonal Adjustment Factor for January is 1.08. <br />Therefore, the raw traffic count volumes have been adjusted accordingly. <br />Figure 3 illustrates the existing weekday a.m. and p.m. peak hour volumes recorded at <br />these intersections. <br />3. TRANSIT & RAIL FREIGHT SERVICE <br />There is limited transit service in the City of Elk River. Most of the service is provided by <br />Northstar Commuter Rail, which provides service between Minneapolis and Big Lake. <br />There is a Northstar station and park & ride lot east of TH 10 and north of 171st Avenue <br />NW. There do not appear to be designated bus stops at the corner. <br />The Burlington Northern Santa Fe (BNSF) Railway provides freight rail service to the Elk <br />River area. According to the Elk River Comprehensive Plan, <br />"The BNSF Railway is a Class I railroad (major rail carrier that links large portions of the <br />country) that connects the west coast of the United States to Chicago. The BNSF railroad <br />roughly parallels US 10 through the City of Elk River with speeds up to 75 miles per hour."' <br />According to the City of Elk River, freight and commuter rail crossings at Jarvis Street <br />approach 75 trains per day.8 Railroad crossing signals and gate arms exist at the Jarvis <br />Street crossing. In addition, a raised concrete median exists along Jarvis Street in advance <br />of the railroad crossing both to the north and south so as to discourage drivers from <br />diverting around the gate arms and creating a safety concern. <br />Chapter 6 —Transportation, Elk River Comprehensive Plan, City of Elk River, MN. <br />s Comment made by City of Elk River staff during meeting at City Hall, January 2, 2020. <br />Westwood <br />
