There is no way to <br />know how many of the background trips listed above would have been generated by <br />that site. <br />Nevertheless, in looking at the new Copart facility, the peak hour trip generation <br />potential is small. The peak hour impacts these trips may have at the intersection of <br />TH 10 and Jarvis Street may be offset by the reduction in trips generated by the metal <br />pipe storage yard. Further, while all of the trip generation of the Copart site (in red <br />above) are shown utilizing the TH 10 intersection, it is possible some trips may exit <br />and enter the site to and from the north. <br />It is also noted that peak hour trips generated by this site may be limited to employee <br />trips. The vast majority of off-peak trips generated by the site will be from delivery <br />trucks that come into and out of the site throughout operating hours. There may also <br />be a few in -person customers who travel to and from the site throughout the business <br />day. <br />Therefore, it is my professional opinion that the Copart site as proposed in Elk River <br />will not unduly impact the existing access driveway on Jarvis Street nor the <br />intersection with TH 10. This specific type of land use does not generate significant <br />trip volumes, especially when compared with other uses which are allowed on the site. <br />Further, a portion of the trips generated by the Copart site will be offset by the <br />reduction of trips that would had been generated by the site's former use — the metal <br />pipe storage yard. <br />
