This district is appropriate for manufacturing, warehousing and <br />similar industrial uses because of access to warehousing." <br />Allowable uses can range from business offices and light manufacturing to bottling & <br />distribution plants, warehouse spaces and research & development facilities. <br />Accessory uses, such as retail sales and parking lots (including new and used car sales) <br />are also allowed in this district. <br />COMPARATIVE TRIP GENERATION <br />The Institute of Transportation Engineers lists trip generation rates and equations for <br />many of these comparative land uses in its Trip Generation Manual, Tenth Edition. In <br />most cases, the trip generation for this size of development far exceeds that forecast for <br />the Copart site. <br />For instance, an Industrial Park (ITE Land Use Code 130) encompassing 47 acres <br />would generate up to 6,900 trips per day, or 820 trips each of the a.m. and p.m. peak <br />hours. According to the Trip Generation Manual, an Industrial Park "... contains a <br />number of industrial or related facilities. It is characterized by a mix of <br />manufacturing, service, and warehouse facilities with a wide variation in the <br />proportion of each type of use from one location to another." <br />According to the Trip Generation Manual, a typical used car lot could range up to <br />5,000 square feet, while a new car lot could range up to 80,000 square feet. If there <br />were a series of used car dealerships on this 47 acre site, the resulting trip generation <br />would exceed 55,000 trips per day, or 7,600 trips per peak hour. <br />TRAFFIC IMPACTS <br />The Minnesota Department of Transportation (MnDOT) posted vehicular turning <br />movement counts at the intersection of TH 10 & Jarvis Street. These counts were <br />taken in April 2013, and represent the most recent counts posted for that intersection. <br />They show the following weekday peak hour turning movements onto and off of Jarvis <br />Street at TH 10. In addition, the additional trips generated by the Copart site have <br />been estimated and are shown (in red): <br />AM: Eastbound Left from TH 10: <br />15 veh/hour <br />(+23 veh/hour) <br />Westbound Right from TH 10: <br />15 veh/hour <br />(+22 veh/hour) <br />Southbound Left from Jarvis: <br />17 veh/hour <br />(+ 4 veh/hour) <br />Southbound Right from Jarvis: <br />11 veh/hour <br />(+ 2 veh/hour) <br />
