River Walk Project
A conceptual 200-unit residential development on the former Saxon Motor site would require payment of
a Park Dedication Fee. Previous direction from the Park and Recreation Commission and City Council
called for a trail easement and cash dedication. The trail easement is not required to count as land
dedication and it was not included as such during previous discussions. The cash dedication for this
project would account for the 200 units and discount what has been satisfied as a commercial use.
200 units x $4,897.04 — ($35,392.00 credit for commercial use) _ $944,016.00
Council may discuss accepting land to satisfy a portion of the dedication, but the Park and Recreation
Commission recommendation did not include a desire for park land in the subject area, which is also
consistent with the Parks Master Plan. State statute notes that only buildable land should qualify for
dedication. Flood plain and steep slopes are not considered buildable land.
The city attorney will review statute guidance for Park Dedication Fees and staff will review how the
current fees were established.
Financial Impact
Adjustments to the Park Dedication Fee will impact the Park Improvement Fund.
Attachments
■ City Council agenda item October 19, 2015
■ City Council agenda item July 5, 2016
■ Park and Recreation agenda and Minutes from November 14, 2018
■ City Council agenda item and Minutes from February 19, 2019
N:APublic Bodies\Agenda Packets\12-16-2019\Final\9.2 sr Pork Dedication.docx
