CAIDI means the average customer-minutes of interruption per <br />customer interruption. It approximates the average length of time required to <br />complete service restoration. It is determined by dividing the annual sum of all <br />customer-minutes of interruption durations by the annual number of customer <br />interruptions. <br />D.Elk River Municipal Utilities will note in its report unusual events, such as severe <br />storms. <br />E.Elk River Municipal Utilities will adopt an action plan, sought by its local governing <br />body, for remedying any failure to comply with its own locally-set reliability <br />standards. <br />F.Elk River Municipal Utilities will track each interruption of a bulk power supply <br />facility that impacts the local distribution system during the calendar year. Elk Rvier <br />Municipal Utilities will compile SAIDI, SAIFI, and CAIDI indices including <br />interruptions of bulk power supply, and a separate SAIDI, SAIFI, and CAIDI report <br />on interruptions due solely to local distribution system causes. <br />G.Elk River Municipal Utilities will diligently attempt to obtain detailed explanations <br />from bulk power suppliers (generation and transmission companies) in regards to <br />bulk supply interruptions and steps that have been taken or will be taken to prevent <br />future interruption. <br />H.Elk River Municipal Utilities shall inform its local governing body of any major <br />service interruption. Major service interruption means bulk power supply or an <br />interruption of service at the feeder level above which affects 500 or more customers <br />for one or more hours. The utility may call the Minnesota Public Utilities <br />Commission (651-296-0406) regarding any significant interruption caused by a bulk <br />power supply facility. <br />I.Data on staffing levels, including field employees responsible for responding to <br />trouble and for the operation and maintenance of distribution lines. <br />5.0 Reliability Standards <br />Reference: Minnesota Rules, part 7826-0600 <br />The governing body of Elk River Municipal Utilities shall adopt its own locally-set reliability <br />performance standards, in the form of proposed numerical values for SAIDI, SAIFI, and CAIDI. <br />These standards shall remain in effect until changed by the governing body. <br />6.0 Customer Notice of Planned Service Interruptions <br />Reference: Minnesota Rules, part 7826-0800 <br />Elk River Municipal Utilities shall give customers the most effective actual notice possible of <br />any planned service interruption expected to last longer than 20 minutes. For any planned <br />interruption expected to exceed four (4) hours, the utility shall provide, if feasible, door-to-door <br />52 <br />
