City Council Minutes Page 9 <br />November 18, 2019 <br />was the only location they could find enough land to support the entire school <br />district. <br />Councilmember Westgaard expressed concern with adversely affecting the <br />organizations support of youth programs and would like to exemption currently <br />operating organizations. <br />Mayor Dietz stated he would like to limit permits to organizations located in Elk <br />River but grandfather in the VFW and the fire relief for their current locations. <br />Councilmember Westgaard discussed the number of permits one organization can <br />have and the issues it has created in the past. <br />Mr. Portner confirmed Council would want to grandfather the VFW from meeting <br />the new trade area requirements and still be able to make disbursements in Rogers <br />and Zimmerman if it is legal to allow. <br />Staff noted this would need to be reviewed. <br />Council noted Rogers's schools are part of ISD 728 and questioned whether these <br />expenditures would qualify as part of the city trade area requirement. <br />Mr. Maddox further noted they donate to police and fire departments in the current <br />ordinance trade area communities. <br />Council consensus was to: <br />■ limit permits to Elk River organizations <br />• grandfather in the VFW and Zimmerman Fire Relief <br />■ limit permits to up to 3 per organization with a waiver process if someone <br />wants additional permits <br />Attorney Beck stated the city could have a process where staff sends a letter to the <br />other organizations in Elk River if an organization wanted to apply for a fourth <br />permit. <br />Amy Berthiaume, Lions Club Gambling Manager, expressed concerns with the <br />time period and making organizations and a business establishment wait. <br />9.3 Naming Rights Consulting Services Request for Proposal (RFP) <br />Mr. Hecker presented the staff report and reviewed the PFP. <br />Councilmember Wagner stated the proposal seems similar to Mr. Staley's proposal. <br />She questioned why there are two phases and believes some of the work under Phase <br />1 could be done by staff. She further stated is should be one proposal and was <br />questioning if two different groups would do the phases. <br />P0111OEO Br <br />NATURE <br />
