ELK RIVER MUNICIPAL UTILITIES <br /> BOMB THREAT PROCEDURE <br /> Purpose: To plan for incidents involving bomb threats or suspected explosive devices which <br /> may be located in or adjacent to Elk River Municipal Utilities facilities. <br /> Call Taker Responsibility: The person who receives the call involving a threat towards the <br /> utility, must remain calm. If possible, have someone else assist you in monitoring the call. <br /> Record the call if possible. If recording is not possible, write down exactly what the caller says. <br /> Make note of the extension number that the call came in on. Ask the following questions: <br /> 1. Tell the caller that the explosion may injure or kill innocent people. Record their <br /> response. <br /> 2. Where is the device, and is there more than one? Ask for an exact location(s). <br /> 3. What does the device(s) look like? <br /> 4. What is the size of the device(s)? <br /> 5. What will cause the device(s) to go off? <br /> 6. What time will it(they) go off? <br /> 7. How can we stop the device(s) from going off? <br /> 8. What type of explosive is being used? <br /> 9. Why did you plant the bomb(s)? Who are you upset with? What are you upset about? <br /> 10. What is your name? <br /> 11. What is your phone number? <br /> 12. Are you in the building now? <br /> 13. Do you have any other information you want to share with us? <br /> 14. Try to keep the caller on the phone. Have another employee call 911 to report the call <br /> and establish a possible trace. If the caller hangs up-DO NOT hang up your phone. <br /> 5 <br /> 86 <br />
