4. The plight of the petitioner is due to circumstances unique to the property not a consequence of <br />the petitioner's own action or inaction; and <br /> <br />The campus is unique, as it is comprised of two parcels separated by a city street. Recent <br />ordinance amendments were approved to address these types of situations. <br /> <br />The proposal is not a consequence of the petitioner's own action or inaction. <br /> <br />5. The variance, if granted, will not alter the essential character of the locality. <br /> <br />Existing signage is in place on the portions of the campus facing residential uses and the <br />proposed signage is on a state highway.
