frontage, the total sign area shall not exceed 192 square feet with no more than 96 square feet per sign. <br />The Zoning Lot has in excess of 1,000 linear feet and is allowed one (1) wall and one (1) freestanding <br />sign. <br /> <br />In August 2019, the City Council approved an ordinance amendment stating Zoning Lots shall include <br />vacant commonly held parcels across city streets. Zoning Lots may encompass more than one lot of <br />record and shall serve as a unified development site for purposes of application of standards. <br /> <br />The applicant has requested to install a second 96 square foot freestanding sign for the church use on the <br />vacant parcel. There is currently a 24 square foot freestanding sign on the north parcel. They are <br />requesting two freestanding signs for a total of 120 square feet. <br /> <br />Applicable Regulation <br />Variances may be granted when the petitioner establishes that the variance satisfies all five of the criteria <br />described below. The variance is: <br />1. Is in harmony with the general purpose and intent of the ordinance, and <br /> <br />The intent is to provide non-residential uses the ability to advertise without adversely affecting <br />the residential neighborhood. The campus is comprised of two parcels, which is a Zoning Lot. <br />If each of these properties were allowed one wall sign and one freestanding sign, there could be <br />two wall signs and two freestanding signs in the subject area/neighborhood. The applicant is not <br />requesting anything beyond the purpose and intent. <br /> <br />The request is in harmony with the general purpose and intent of the ordinance. <br /> <br />2. Is consistent with the City of Elk River Comprehensive Plan. <br /> <br />The property is guided for residential and religious institutions are allowed in residential districts. <br /> <br />The request is consistent with the Comprehensive Plan. <br /> <br />Variances may be granted when the petitioner establishes that there are practical difficulties in complying <br />with the zoning ordinance. Practical difficulties mean that: <br /> <br />3. The petitioner proposes to use the property in a reasonable manner not permitted by the zoning <br />ordinance; <br /> <br /> The applicant is requesting a second freestanding sign, for the church use, to be located on a <br />th <br />heavily traveled state highway. There is an existing freestanding sign on 8 Street for the church. <br />The applicant is requesting a second freestanding on the south side of the vacant parcel they own <br />along US Highway 10. It is not unreasonable to have multiple signs on a multi property campus, <br />especially those fronting multiple public roads. <br /> <br /> <br /> <br /> <br />
