Orono Lake Improvement District(OLID) Proposed Budget 2020 <br /> Project/Activity Description: LORE Property Owner Contribution to City of Elk River Budget <br /> Establish a program to remove approximately 125,500 cubic yards of <br /> sediment to return Lake Orono to its historic baseline depth <br /> (an average of 5' or greater), conduct a drawdown and freeze to <br /> control Curly-leaf Pondweed in all fully exposed lake bed areas, and <br /> provide fisheries and habitat improvements. <br /> Lake Orono *First of a five-year$837.15 lakeshore property owner annual <br /> 1 Restoration and assessment ($4,185.75 in total per full unit, including an estimated $650,000 <br /> Enhancement 3.85% interest if financed over 5 years) providing the $650,000 in <br /> principal needed for the Lake Orono Restoration and Enhancement <br /> (LORE) Project to advance. This assessment is to match the City <br /> property contribution of$100,000; $1,000,000 local option sales tax <br /> and state general obligation bonds of$1,500,000 already committed <br /> to meet the no more than $3,250,000 budgeted project expenses. <br /> Total cost of goal 1 over five years $650,000* <br /> Project/Activity Description: OLID Annual Services and Activities Fee Budget <br /> Continue treatment of this invasive species according to LOWQC <br /> recommendations. In past years the treatment has ranged from 4.3 <br /> Curly-leaf acres to 21.91 acres. In 2020 the estimated acres to be treated are 15 <br /> 2 Pondweed to 21 acres. Both herbicide and/or mechanical removal will be $6,555 <br /> Control considered. If Sherburne AIS Grant funds remain available and are <br /> approved, cost could be reduced, the project scope expanded or funds <br /> carried over for following year use. <br /> Improve water clarity and quality in both Upper and Lower Lake Orono <br /> Increasedwater by further pinpointing harm sources and implementing a reduction <br /> 3 quality testing and plan. Methods include volunteer bi-weekly collection of dissolved $500 <br /> analysis oxygen and water temperature data. Additional chemical water <br /> sample collection and analysis may also be needed. <br /> Contract with external consultant(s) expertise to assist in additional <br /> Lake vegetation surveys, other data collections, effectively analyzing and addressing <br /> 4 management invasive plants (AIS), native plant overgrowth and algae proliferation $4,245 <br /> planning and/or meet MN DNR requirements for an AIS permit with a variance <br /> (as needed). <br /> 5 Web licensing OLID membership communication, official document repository, $375 <br /> and maintenance director nomination forms, absentee election ballots, etc. <br /> Annual meeting notice mailing, location rental or damage deposit, meeting- <br /> 6 Office supplies $400 <br /> related or other general supplies. <br /> 7 OLID Board Secure standard Directors and Officers Liability Insurance for the OLID $750 <br /> Liability Insurance Board of Directors. <br /> Total cost of goals 2—7 $12,825** <br /> **Total cost of goals 2 —7 is $12,825 with an OLID property owner cost of$75 per unit. <br /> Note: A carryover of funds from year to year may be allowed to accommodate cash flow. <br /> Orono Lake Improvement District August 26, 2019 <br />
