Arena Commission N inutes Page 2 <br />April 17, 2018 <br />■ The Arena was $99,000 in the black. <br />Motion by Commissioner Cunningham and Seconded by Commissioner <br />Madsen to approve the financials as presented. Motion passes 7-0. <br />8. General Business <br />8.1 Community Center/Arena Update <br />Arena Manager Czech reviews the City Council meeting from the previous evening. <br />A representative from the Chamber of Commerce believed the City Council did not <br />have enough forward vision for what would be best for the City. <br />Councilmember Wagner will be hosting community forums in May to get feedback <br />about what the corm -runty wants and what location would be best. <br />Czech believes nothing will happen with a new/renovated facility in 2018. <br />Commissioner Ballenger inquires if any members of the Council will be attending the <br />Elk River Youth Hockey Association's Annual Meeting. <br />Arena Manager Czech believes both the Mayor, Commissioner Wagner, and the City <br />Administrator will be present. <br />Commissioner Westgaard adds he recommended to the Council to not stop looking <br />into plans for the future of the buildings that weren't part of capital improvement. <br />He agrees we have missed the window of opportunity for this year. <br />Chair DeAnn Givens notes if there is to be a sales tax option on the ballet, it has to <br />be noted for something specific. <br />Commissioner Westgaard agrees and adds it needs to have specific intent as well as a <br />time table for getting it done. The City partnered with Sherburne County to do an <br />audit of taxable sales and discovered a'/z % increase would generate over $2 <br />n- llion/year. If the citizens of Elk River pass the increase, it goes to the legislature <br />and then to the Governor. <br />Westgaard notes that typically if a sales tax increase is approved by a community, it is <br />passed "higher up" as well, however, historically these increases have been used for <br />roads or infrastructure and not for recreational facilities. They are typically not in <br />"metro area" cities either. <br />Commissioner Madsen inquires how the Olympic Rink was funded. <br />Arena Manager Czech replies through the use of general bonds, and that the City <br />had a study done prior. <br />poll(EaE0 9 <br />NATUREI <br />
