Project Approach <br />The true measure of an effective approach to managing tasks is the ability to deliver the expected results <br />on time and within budget. We at Hakanson Anderson are accountable for our work and obligations. Our <br />project approach and work plan for this project is based on our thorough understanding of the project. <br />Our approach is focused around providing a strong and experienced team. It is our goal to exceed the <br />City of Elk River’s expectations in all aspects of the <br />project. Major elements required to successfully <br />complete the project within the timeframes allowed <br />include the following: <br />Highly Skilled and Organized Team <br />Coordinating a Public Process <br />Communication/Project Management Plan <br />Development of Detailed Plans <br />Qualified Construction Observer <br />A brief description of these major elements are as <br />follows: <br />Highly Skilled and Organized Team <br />The City of Elk River needs a consultant team that is highly organized, has an established and streamlined <br />Quality Program, is skilled in the area of design, and has sufficient in -house staff to complete the required <br />work tasks. <br />The team of Hakanson Anderson and Kimley-Horn have significant applicable experience and are well <br />suited for this project. Hakanson Anderson completed the design for Natures Edge—Phase 1 in 2012 and <br />Natures Edge—Phase 2 in 2014, which extended Twin Lakes Road from 171st Avenue NW to just east of <br />Highway 10. Hakanson Anderson will perform the detailed utility and street design, perform all <br />surveying services, construction observation, and construction administration for this project. <br />Kimley-Horn has a highly skilled and dedicated team to complete the Traffic Analysis tasks as discussed <br />in Appendix D of the RFP, as well as the Future
