Proposed Project Team and Experience, Page 21
Proposed Project Team and Experience - Section 4
City of Elk River
13065 Orono Parkway
Elk River, MN 55330
(763) 635-1051
Contact Person(s):
Justin Femrite, P.E.
Public Works Director
Nature’s Edge Business Center - Phase 1 Improvements
The City of Elk River retained Hakanson Anderson in 2012 to implement the Nature’s Edge Business
Center - Phase 1 Improvements. The project consisted of the design and construction of improvements to
public infrastructure including sanitary sewer, watermain, storm sewer, and street improvements.
Hakanson Anderson also provided all survey and platting for the project.
Ultimate improvements included the extension of Twin Lakes Road from its current location towards the
future connection with Trunk Highway 10. The ultimate buildout will include a multi -lane roundabout
and will require the re-alignment of 171st Avenue. Twin Lakes Road will serve as a major collector,
utilizing an urban four-lane divided roadway section. The two lane urban roadway constructed with the
2012 improvements will ultimately become the easterly half of the future Twin Lakes Road cross section.
Hakanson Anderson planned and designed the ultimate improvements by completing the preliminary
engineering work, including the full geometric layout, lane configurations, traffic engineering, roundabout
layout, and storm water management. By completing this preliminary engineering work, the City can be
assured that the 2012 Improvements will compliment the ultimate improvements and that future right -of-
way has been secured.
The project included a series of infiltration ponds and pipes to manage current and future stormwater
runoff volumes. The construction also included the excavation of over 90,000 cubic yards of soil to
provide a earth balance on three newly platted commercial lots.
Project Cost: $1,164,000
Design Criteria: Municipal State Aid
and City Standards
Funding: Local and DEED
Status: Constructed
