Proposed Project Team and Experience, Page 19 Proposed Project Team and Experience - Section 4 Seth Monroe, is proposed to be the GIS Specialist. Seth has over 20 years of experience in the surveying and GIS Fields. He currently provides support for the continued operation of the City of Otsego’s GIS program and is assisting with the development of the City of Anoka’s Cloud based GIS system. Seth’s surveying experience ranges from topographic surveys for street reconstruction projects to boundary survey drafting and computation. Brian Person, P.L.S. is proposed to be the Survey Manager. Brian received his Bachelor of Science from University of Wisconsin. Brian has 17 years of experience in land surveying and is Vice President with our firm. Brian has worked on a variety of projects throughout the State of Minnesota and Wisconsin. His projects range from individual lot surveys to large complex right-of-way acquisition projects for roadway and utility construction. C. Construction Observation Team Jon Halter, Construction Observer. Jon will be the on-site representative and will ensure that all components of the project are constructed in accordance with the contract documents. In addition, Jon will effectively communicate with affected property owners and City personnel on various aspects of the project. Jon has over 25 years of experience in construction at the federal, state, and local levels. His construction observation duties have included: street construction and reconstruction and sanitary sewer, watermain, and storm sewer installation. Jon holds his MnDOT Certification in Level 1 Aggregate Production, Level 1 and 2 Bituminous Street, Concrete Field, Grading and Base, and also Construction Installer and Construction Site Manger. D.
