<br /> <br /> <br /> <br />REGULAR SEMI-IviONTHLY ME>';TING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />April 16, 1973 <br /> <br />The regular Semi-Monthly meeting of the Elk River Village Council was called to order <br />by!-'f...ayor Bartelt, on April 16;1973 at 7:30 PM. in the Village Council Chambers of <br />the Village Office Building. Members were present as follows: Mayor Bartelt, Councilmen <br />Lundberg, Hudson, Syring, and otto. Village Attorney John MacGibbon was in attendance. <br /> <br />The minutes of the fipril 2, 1973 regular meeting were reviewed. There were ho additions <br />or corrections and the minutes were approved as printed~ <br /> <br />Neil Larson met with tne Council requesting Council approval of his Town Edge Court <br />project and the 30 unit apartment building project. <br /> <br />Moved by Councilman otto and seconded by Syring approving Neil Larsons plans and <br />specifications for street and water construction for the Town Edge Court Project from <br />Main St. up~and to manhole #3. Motion unanimously carried by a vote of 4-0. <br /> <br />Building Inspector Rex Oetinger met with the Council regarding the proposed construct <br />a 30 unit apartment building by Neil Larson'and Dwane Engles. Mr. Oetinger questioned <br />the line flowage capacity for seWage. for a project of this size. <br /> <br />The Council called for plans & specifications for sewer usage flowage capacity testing <br />by Village Engineer Bill Mills. <br /> <br />At 8:00 PM. the public hearing to vacate part of Freeport Avenue between block one (1) <br />and two (2) Auditors Subdivision No. 5 convened. <br /> <br />No one was present in opposition to the proposed vacating of part of Freeport Avenue, <br />therefore the hearing was closed. <br /> <br />Moved by Councilman Syring and seconded by Councilman Lundberg to vacate part of Freeport <br />Avenue, formerly known as Summer Street, lying between Block one (1) and Block two (2) <br />Auditors $ubdivision No. 5 South of the South line of Third Street, formerly Fifth Street, <br />and Northerly of the North line of Main Street formerly known as Fourth Street. Motion <br />unanimously carried by a vote of 4-0. A copy of the resolution is attached. <br /> <br />The Council approved the payment to Bldg'Inspector Rex Oetinger for the additional <br />inspection that he had to make during the 1st quarter of 1973. <br /> <br />A $290.00 donation check for the Swimming Pool Fund was received by the Council from the <br />Faculty Wives Club. <br /> <br />The Council scheduled a Special Meeting for Monday April 23, 1973 at 7:30 PM to be held <br />in the Village Office Building. <br /> <br />Fire Chief Ll'o,ct Barthe~ met with the Council and reviewed some of the fire calls that <br />had been made during the last month. <br /> <br />The Council instructed Wm Mills to draft a letter to the State Highway Dept. regarding <br />the drainage pond permit off School Street. <br /> <br />Moved by Councilman Lundberg and seconded by Councilman Otto to rescind Bldg. Permit <br />No. 73-4 dtd March 23, 1973 issued to Pat Donahue due to the fact that he has indicated <br />that he will not comply with the provision of the Special Use Permit. Motion unanimously <br />carried by a vote of 4-0. <br /> <br />The Clerk-Treasurer was instructed to notify Mr. Donahue by letter of the Council action. <br /> <br />@) <br />
