<br /> <br /> <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. <br /> <br />December 3, 1973 at 7:30 PM. <br /> <br />The Regular semi-monthly meeting of the Elk River Village Council was called to order <br />by Mayor Lundberg on December 3, 1973 at 7:30 PM. in the Council Chambers of the Village <br />Office Bldg. Members present were as follows: Mayor Lundberg, Councilmen Hudson, Syring & <br />Otto. <br /> <br />Minutes of the November 19, 1973 meeting were approved as printed. <br /> <br />The Council reviewed a letter received from The River Riders Snowmobile Club of Elk River <br />wishing to donate $50.00 to the summer recreation program. The Council gracious ly accepted <br />the donation on behalf of the Park Board. A letter of thank you is to be sent from the <br />Park Board. <br /> <br />Moved by Councilman Syring and seconded by otto adopting Ordinance 9-03 and the Clerk-Treas. <br />is instructed to publish the ordinance in the Sherburne County Star News. Motion <br />unanimously carried by a vote of 4-0. A copy of the ordinance is attached. <br /> <br />Moved by Councilman otto and seconded by Councilman Hudson authorizing the Mayor to sign a <br />lease contract with Sherburne County for one year at a fee of $5.00 the land to be leased is <br />located on Upland Ave. Motion unanimously carried by a vote of 4-0. <br /> <br />Robert Milne Village Financial Advisor met with Council and reviewed the resolution for the <br />sale of 1973 Improvement Bonds $220,000. <br /> <br />Moved by Councilman Syring and seconded by Councilman Otto to accept the preliminary <br />recommendations for issuance of the 1973 Improvement Bonds as presented by Robert D. Milne, <br />Hill & Associates and to call for a public sale of $220,000. Improvement Bonds of 1973 <br />scheduled for Wednesday, December 19, 1973 at 12:00 O'Clock noon in the Council Chambers <br />of the Village Office Bldg. and authorizing the Clerk-Treasurer to advertise in the <br />Sherburne County Star News and the Commerical West Magazine of this bond sale. Motion <br />unanimously carried by a vote of 4-0. The following members voted infavor Mayor Lundberg <br />Councilmen, Hudson, Syring and Otto members voting against: NONE, 'Councilman Cooper was <br />absent. A copy of the resolution is attached. <br /> <br />Marvin George met with the Council regarding improvements for School View Addition. The <br />Council stated that as for sewer hook-ups it would be at least 1976 and as far as water <br />services, a new well would have to be dug first, however it appears that by spring of this <br />coming year 1974 some definate plans will be available as to dates of construction of a <br />new well, pump and iron removal plant. Mr. George said that he would return in the spring <br />to discuss this matter of water and paving at School View Addition (Marvin George Addition). <br /> <br />Moved by Councilman Syring and seconded by Councilman Hudson to accept the preliminary <br />assessment roll dated December 3, 1973 prepared by McCombs-Knutson Associates, Inc. for stor <br />sewer construction on School Street. Motion unanimously carried bya vote of 4-0. <br /> <br />Moved by Councilman Hudson and seconded by Councilman otto approving the drawing of a <br />warrant check for payment to Severson Construction Co., first estimate on parking lot <br />project in the amount of $13,967.00. Motion unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilman Otto and seconded by Councilman Syring that the Village engage McCombs <br />Knutson Associates, Inc. as Elk River Village Engine~ing firm. Motion unanimously carried <br />by a vote of 4-0. <br />
