<br />REGULAR SEHI-HONTHLY NliliTING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE VILL.A.GE OFFICE BLDG. <br /> <br /> <br />December 18, 1972 at 7:30 pm. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order <br />by Mayor Bartelt on December 18, 1972 at 7:30 pm. in the Council Chambers of the Village <br />Office Building. Members were present as follows: IIf.i8.yor Bartelt, Councilmen Konop, Otto <br />and Syring. Village Attorney John MacGib~on was in attendance. <br /> <br />The minutes of the December 4, 1972 regular meeting were mailed. All members received <br />and read the ITinutes there were no additions or corrections and the minutes were apporved <br />as mailed. <br /> <br />Village Engineer Bill Mills was in attendance regarding the sewer disposal plant expansion. <br />He also presented the Council with a letter he drafted to be sent to MPCA reviewing our <br />present sewer disposal plans. He requested that the letter be typed on Village letter head <br />for the Mayors signature. <br /> <br />Raymond Duffy the new owner of the Elk Point Club met with the Council to apply for a <br />set-up and on and off sale non-intoxicating liquor licenses. <br /> <br />Moved by Councilman Konop and seconded by CounciL~n Otto to approve and grant Raymond <br />Duffy his on and off sale non-intoxicating liquor licence and his set-up license on a tenative <br />bases subject to the Chief of Police signature of approval to be dated December ~O, 1972. <br />~1otion unaminously carried by a vote of 3-0. <br /> <br />The Council asked Mr. Duffy if he was aware of the Councils feelings as to the manner in <br />which he operates his place of business regarding no go-go dancers or minors on the premise. <br />V~. Duffy stated that he was aware of these conditions. <br /> <br /> <br />Mr. MacLean representing Mii met with the Council regarding the increases in the Blue Cross <br />and Mii insurance rates to be effective February 1, 1973. He also reviewed the Village usage <br />to-date. The increases would be as follows: $5.15 per individual Village cost per month <br />and $7.70 per employee wjdependents cost per month. <br /> <br />Moved by Councilman Konop and seconded by Councilman Otto to accept the Mii insurance rate <br />increases as submitted to be effective February 1, 1973. Motion unanunously carried by <br />a vote of 3-0. <br /> <br />Moved by Councilman Otto and seconded by Councilman Syring authorizing the letter drafted <br />by Mr. Mills regarding the sewer disposal plant expansion program to MPCA to be sent. Motion <br />unaminously carried by a vote of 3-0. <br /> <br />Mayor Bartelt reviewed the stat~s of the land fill program and it apprears that the Village <br />will have to maintain their dump facilities for another six months. <br /> <br />Moved by Councilman Syring and seconded by Councilman Konop that dump cards be issued for <br />the first six months of 1973 as follows: residential $3.00 and comerical $10.00 to be dated <br />January 1 1973 thru June 1973. Motion unaminously carried by a vote of 3-0. <br /> <br /> <br />The Council discussed the Marvin George Addition now called School View 1st Addition <br />pertaining to the bond for the street construction. The Council authorized the Clerk- <br />Treasurer and John MacGibbon to research this matter to find out what the Village has as <br />to legal rights and obligations. <br /> <br />Moved by Councilman Syring and seconded by Councilman Otto approving the contract with <br />Tri~~Cap-Mainstream Program for the purpose of training a Clerk-Typist for the Village Office <br />Motion unaminously carried by a vote of 3-0. <br /> <br />The Council approved the window contruction between the two offices and instructed the <br />Clerk-Treasurer to obtain some cost figures for an estention type phone with two incoming <br />
