<br />~ <br /> <br />REGULAR SEJvlI-HONTHLY H.SETING OF THE <br />VILLAGE COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBER OF THE VILLAGE OFFICE BLDG. <br /> <br /> <br />December 4, 1972 at 7:30 pm. <br /> <br />The regular semi-monthly meeting of the Elk River Village Council was called to order by <br />Mayor Bartelt on December 4, 1972 at 7:30 pm. in the Council ~hambers of the Village Office <br />Building. Members were present as follows: Mayor Bartelt, Councilmen Syring, Otto, Hudson, <br />and Konop. Village Attorney John MacGibbon was in attendence. <br /> <br />The minutes of the November 20, 1972 regular meeting were mailed. All members received and <br />read the minutes there were no additions or correction and the minutes were approved as mailed. <br /> <br />Councilman Robert Syring presented to the Council his projected sewer rates based on annual <br />water usage. The Council reviewed and accepted the report as presented with the exception <br />that businesses that use water for air conditioning (Rons IGA & Barneys Cafe) sewer rate will <br />be ba~ed on their winter quarterly water bill. It was agreeable with the Council that these <br />business places that use water cooled air conditioning will be reviewed at a future date, <br />towards curtailing water usage. <br /> <br />The Council discussed with Bill Patenaude the sewer line problems regarding Russ Olson. <br />Mr. Patenaude will check further vdth I~rl Hohlen as to who dug up the street for the <br />purpose of obtaining more detailed facts as to who is obligated. Mr. Olson will be contacted <br />by the Utilities inorder that he can file a formal claim. <br /> <br />At 8:00 pm. the assessment hearing for the 1972 Street Improvements convened. William Mills <br />Village Engineer in attendance. <br /> <br /> <br />The assessment rolls for the improvements for Railroad Drive-4th Street & King Avenue North <br />f tracks were reviewed interested property owners in attendance were the Tax Agent represent- <br />ng Burlington Northern, and William Konop representing the Eagles Club. Only objection to <br />the assessment was by the E~gles Club as they felt that 32 feet on the westerly edge of their <br />property should be deleted from the assessment as Schallbergs Garage encrouches on their <br />property at this location. After discussion the Eagles representative withdrew his objection <br />and they will negotiate with Schallbe~. <br /> <br />Main Street & King Avenue South of Main Street improvements were reviewed. Richard Gongoll <br />representing 1st National Bank of Elk River was in attendance. Mr. Gongoll voiced no objections <br />to the assessment roll as presented. <br /> <br />The Alley between Block 4 and 5 improvements were reviewed no interested property owners <br />were in attendance therefore there were no objections. <br /> <br />The Clerk-Treasurer was instructed to invoice Neil Larson $1,543.49 for street construction <br />on 5th Street at the end of Baldwin Avenue in Johnson Addition. <br /> <br />As there was no others in attendance opposing the 1972 Street Improvement assessment roll <br />hearing~ it was moved by Councilman Syring and seconded~ by. Councilman Otto that the 1972 <br />Street Improvement Assessment Roll Heari. ng be adjourned. Motionunaminously carried ~ a vote <br />Moved by Councilman Otto and seconded by Councilman Hudson to adopt the Assessment Ro of 4-~ <br />for the 1972 Street Improvements as calculated by the Village Engineer and to certify them <br />to the County Auditor for collection through the annual taxes over a 15 year term. 'l'he <br />interest on the unpaid balance to be 7% to start accuring December 5, 1972. Motion <br />unaminously carried by a vote of 4-0. <br /> <br /> <br />1r. Mills reported on the proposed lcw housing apartments proposed Northwest of Proctor <br />~venue. The present sewer capacity could handle this but any additional housing developments <br />would probably over-tax the present sewer system. He therefore would not recommend without <br />an expansion to the present sewer system. <br /> <br />Discussion with y~. Mills and John MacGibbon on applying for Federal grant in 1973 for sewer <br />expansion. The Village is presently 14th on the priority list for outlaying area. <br />
