The applicant also plans to expand operation of the salvage yard to adjacent vacant parcels in the future, <br />but that is not part of this review. At full build -out, the operation would occupy 40 to 50 acres, include <br />construction of a new office/shop facility and employ 14 full-time employees. <br />Planning Commission <br />The Commission discussed the city's beautification goals along primary corridors throughout the <br />community. The Commission felt that the rail corridor, due to the visibility from the Northstar <br />Commuter Rail, should be included in the beautification goals, and included a condition to plant mature <br />trees along the property line abutting the railroad. <br />Public Hearing <br />The applicant spoke during the public hearing and questioned the city's classification as a "salvage yard," <br />which leads to additional regulations from the state and county. The city definition clearly classifies the <br />use as a salvage yard as they will be storing more than two inoperable vehicles at a time: <br />Salvageyard, means land or buildings where products resulting from the wrecking of vehicles or other machinery are <br />bought, sold, exchanged, stored, baled, cleaned, packed, disassembled or handled. The outdoor storage of two or more <br />inoperative motor vehicles shall also be considered a junkyard. <br />However, the state and county do not consider the use to be a salvage yard as they will not be <br />disassembling vehicles on the property. Due to the change in classification, staff removed the conditions to <br />register with the state and county as a salvage yard, but added the condition to submit a Storm Water <br />Pollution Prevention Plan (SWPPP) demonstrating how potentially hazardous runoff from damaged <br />vehicles will be treated. <br />Staff received one additional comment about screening and groundwater protection concerns.
