TheHighway Business landuserangesfrommoderate tohighintensityformsof <br />commercial development inElkRiver. Businesses inthiscategory may bethelargestbothinterms <br />ofsizeandtraffic generation while alsoprovidingservicesandconvenience typesofbusiness. <br />Staffdoesnotseeaneedtoimposespecific conditionstosatisfy thisstandard. <br />3. Willnotimpedethenormal andorderly development andimprovement ofsurrounding vacantproperty. <br />There isonevacantcommercial parceljust north ofthesubject parcelbuttheproposed use will <br />notimpede thenormalandorderlydevelopment andimprovement ofthatvacant property. Staff <br />doesnotseeaneedtoimposespecificconditions tosatisfy this standard. <br />4. Willbeserved adequately byandwillnotadversely affectessentialpublicfacilitiesandservices including streets, <br />policeandfireprotection, drainage, refusedisposal, water andsewersystems, parks andschools; andwillnot, in <br />particular, create trafficcongestion orinterference withtrafficonadjacentandneighboring public thoroughfares. <br />Noadditionalstrain willbeplacedontheseservices andtheusewillbeservedadequatelybyand <br />willnotadversely affectessential publicfacilities andservices including streets, police andfire <br />protection, drainage, refusedisposal, waterandsewer systems, parksandschools; andwillnot, in <br />particular, createtraffic congestionor interference withtrafficonadjacent andneighboringpublic <br />thoroughfares. Theusewillnotinvolveuses, <br />activities, processes, materials, equipment andconditions ofoperation thatwillbedetrimentalto <br />anypersonsor property becauseof excessive traffic, noise, smoke, fumes, glare, odors, dust, or <br />vibrations. Staffdoesnotseeaneedtoimposespecific conditions tosatisfy thisstandard. <br />6. Willnotresult inthedestruction, lossordamage ofanatural, scenic orhistoric featureofmajorimportance. <br />Theusewillnotresult inthedestruction, lossordamage ofanatural, scenic or historicfeature of <br />majorimportance. Anylandscaping/trees removedwillbereplaced. Staffdoesnotseeaneedto <br />impose specific conditionstosatisfy thisstandard. <br />7. Willfullycomply withallother requirements ofthis Code, including anyapplicablerequirements andstandards for <br />theissuance ofalicense orpermittoestablishandoperate theproposed useinthe city. <br />Theapplicant submittedalandscapeplanidentifying treereplacementsforthoseimpactedbythe <br />proposed expansion. Theusewillfullycomply withallotherrequirements ofthisCode, including <br />anyapplicable requirements andstandardsfortheissuance ofalicense orpermittoestablishand <br />operatetheproposed useinthecity. Staffdoesnotseeaneedtoimpose specificconditionsto <br />satisfythisstandard. <br />Ifdenial of suchapermitshould occur, itshall accompany recommendations ordeterminationsby <br />findings ora reportstatinghowtheproposedusedoesnotcomplywiththestandardssetforthinSection <br />30-654.
