The Lions Club requests that a conditional use <br />permit be approved to allow construction of a 40 ft. x 108 ft. addition to the <br />existing Lions Park shelter. The shelter located in the northwest corner of the park, <br />behind Central Lutheran Church. She explained that. since the completion of the <br />Boys & Girls Club, the Lions have been looking for another project to serve the <br />community. The proposed expansion will include offices for the Lions and <br />Community Recreation, new bathrooms, storage space, and 40 ft. x 67 ft. open <br />area which will seat approximately 175-200 people. Part of the existing shelter will <br />be remodeled to provide storage space and a catering kitchen. The proposed <br />addition will be constructed of concrete block similar to the existing shelter with <br />an asphalt-shingled roof. There are 57 existing parking spaces and room to <br />provide additional parking if necessary (code requires 63 spaces). The City also <br />has an informal cross-parking agreement with Central Lutheran Church if large <br />numbers of parking spaces are needed for an event. Possible uses of the building <br />could include senior dancing classes, preschool recreation classes, family fun <br />nights, Lions Club meetings and pancake breakfasts, and community meetings <br />for Girl and Boy Scouts. Ms. McPherson noted that under state gambling statues, <br />the Lions Club will need to pay rent similar to any other group using the meeting <br />room space. She also noted the Park and Recreation Commission reviewed this <br />proposal and voted unanimously to recommend that the City Council continue <br />to work with the Lions on this project. <br /> <br />Commissioner Baker asked if the concrete block would be gray. Ms. McPherson <br />stated that the existing building is not painted, but that the City Council would <br />likely address that issue. <br /> <br />Chair Mesich opened the public hearing. There being no public comment. Chair <br />Mesich closed the public hearing. <br /> <br />COMMISSIONER CHAMBERS MOVED TO RECOMMEND APPROVAL OF THE REQUEST <br />BY THE ELK RIVER LIONS CLUB FOR A CONDITIONAL USE PERMIT TO CONSTRUCT AN <br />EXPANSION TO THE EXISTING LIONS PARK SHELTER, CASE NO. CU 01-03, WITH THE <br />FOLLOWING CONDITION: <br /> <br />1. ALL REQUIREMENTS OF THE CHIEF BUILDING OFFICIAL BE MET. <br /> <br />COMMISSIONER PEDERSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />5.4. <br /> <br />Reauest bv Jiffy Lube/Arrow Siqn & Awina for Amendment to a Conditional Use <br />Permit to Allow a Free-Standina Sian, Public Hearina - Case No. CU 01-05 <br /> <br />. <br /> <br />Staff report by Scott Harlicker. Jiffy Lube is requesting an amendment to the <br />conditional use permit for the Wash-n-Fill/ Jiffy Lube to allow a freestanding sign <br />for Jiffy Lube. Mr. Harlicker described the proposed sign which is to be located at <br />the corner of Main Street. and the modifications proposed by staff. Staff <br />recommends approval of the request with the three conditions listed in the staff <br />report. <br />
