<br />Special Planning Commission Meeting Minutes <br />August 8, 2000 <br /> <br />Page 2 <br /> <br />. <br /> <br />Commissioner Kuester indicated that she felt providing some form of separation <br />between the sidewalk and the carwash parking area would be important for <br />pedestrian safety. <br /> <br />Commissioner Chambers stated that he agreed that the 18 inch planting area <br />did not make sense and would suggest the shrubs proposed for this area be <br />relocated along the west property line. <br /> <br />COMMISSIONER PEDERSON MOVED TO APPROVE THE APPLICANT'S LANDSCAPE <br />PLAN WITH THE FOLLOWING CHANGES: <br /> <br />THAT THE PLANTINGS BE COMPRISED OF SALT-TOLERANT PLANTS APPROVED BY <br />STAFF. <br /> <br />THE 18 INCH PLANTING AREA, APPROXIMATELY 25 - 30 FEET IN WIDTH, BE REMOVED <br />AND SIX INCH HIGH CURB BE INSTALLED ALONG THE SIDEWALK IN FRONT OF THE <br />ENTIRE LENGTH OF THE PROPERTY. <br /> <br />THE SHRUBS PROPOSED FOR THE 18 INCH PLANTING AREA BE RELOCATED ALONG <br />THE WEST CURB LINE. <br /> <br />STAFF TO COORDINATE WITH THE STATE OF MINNESOTA AND THE APPLICANT TO <br />CONVERT THE BLACKTOP AREA BETWEEN THE SIDEWALK AND THE HIGHWAY 10 <br />CURB TO SOD OR VEGETATION. <br /> <br />COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />. <br /> <br />4. <br /> <br />Building Design Standards <br /> <br />The Commission reviewed information submitted by staff regarding building <br />material and design standards. <br /> <br />Commissioner Baker stated that buildings need to be evaluated as part of a <br />larger whole and that they should have relationships with adjacent buildings. He <br />stated that the Commission needs to think about what Elk River should look like in <br />the future. <br /> <br />The Commission agreed that different design standards for different districts may <br />be appropriate, however, to attempt to identify those items in one meeting may <br />be difficult. The Commission elected to review the business park design standards <br />and suggested that staff utilize the St. Louis Park district standards with some <br />additional modifications. <br /> <br />The consensus of the Commission was that they would review the revised text <br />amendment at their August 22nd Planning Commission meeting. <br /> <br />5. Review Northstar Corridor Deoot Site Land Use Standards <br /> <br />This item was not discussed, as no information had been submitted by the <br />Northstar Corridor land use consultants. <br /> <br />. <br />
