Thequestions were <br />forwardedtotheappropriate partyfor theirresponse. <br />1.Howmanyfacilities do theyhavenationwide? Howmanypatients nationwide? <br />ResCare –Nationwide, wehave only6IRTSfacility andonlyintheBrooklyn Center <br />Operation. Thisisstrictly aMinnesota fundedprogram. <br />CityStaff –ResCare’swebsitestatesthey haveover 45,000employeesandservenearly 60,000 <br />peopledailyin 42states, Canada, andPuerto Rico. <br />2. Willsex offenders beallowedintheElkRiverfacility? <br />ResCare –Wewill nottakelevel3sex offenders. We may takealevel1or2ifwebelieve the <br />person willbenefit fromtheprogram andhaveahistory offunctioningwellinthecommunity. <br />Weconsiderthecurrent mixof clients, community theyliveinandstaff concerns. Itis <br />important tonotethatmental Illnessneedstobetheprimaryreason fortheirpresenceinthe <br />facility. Tomitigateanypotential concerns, wearewilldevelopafacility abuse andprevention <br />plan. Inaddition, wewill needtodevelopanindividualabuse andprevention planforperson’s <br />susceptibilitytoabusebyotherindividuals, including othervulnerable adultsand theclientsat <br />riskofabusingothervulnerable adults. Wedevelop specificandongoingmeasuresto <br />minimizetheriskofabuse toourclients. <br />3. Whatarethequalifications neededtobe apatientattheElkRiverfacility? <br />ResCare – Admission requirements/process describedon separate attachment. <br />CityStaff – ALOCUSAssessment (LevelofCareUtilization System) isrequired forallIRTS <br />recipientsprior toadmission. Thestate providesthe following LOCUS description: <br />Level ofCareUtilization System (LOCUS)– Effective October1, 2010, alevelofcare <br />assessment oftherecipient usingtheLOCUSmust becompleted byamentalhealth <br />professional oramentalhealthpractitionerwithclinical supervision, withinten daysofthe <br />recipient’sadmission. If therecipient isassessedthrough LOCUSasneeding “medically <br />monitored levelofservice” (level5), thissupportstherecipient’sneedforIRTS. Ifthe <br />recipient isassessed tohave needs thatarenotat thislevel, theclinicalsupervisor must <br />evaluateanddocument howtherecipient’sadmission toandcontinued servicesin IRTSis <br />medically necessary. TheLOCUSassessment mustbecompletedatleastevery30days and <br />withinfivecalendar dayspriortodischarge. TheLOCUS assessmentmustinclude thedate <br />theassessmentwascompletedandthesignatureandtitleofthementalhealthprofessional <br />whocompleted it. IftheLOCUSassessmentwascompleted byamentalhealthpractitioner, <br />itmustbesignedanddated bythemental healthpractitioner whocompleted itandco- <br />signed anddatedbytheclinical supervisor. <br />4. Whatistheselection criteriaforresident admittance? <br />ResCare - Mostoftheinformationcanbefoundinouradmission criteria butIfyouareasking <br />ifthere isaprocesstodeterminewhowillcomeinnextandifwediscriminate thenIcan <br />answer thisbriefly. Assumingtheclient isclinically ready tocome weusually takethenext <br />person onthelistbutdepending onthecurrentmixofclients wemay holdoffonadmitting <br />someclients.
